Amend Senate Bill 115 as follows: 3 On page 8, by replacing lines 10 through 15 with the 4 following: 5 "(j) Except at the time of sale or repossession of the 6 vehicle, no person licensed as a new vehicle dealer may issue 7 to any other person a newly created key to a vehicle unless 8 that person can prove that he or she is the owner or lessee 9 of that vehicle by presenting any of the following: 10 (1) The certificate of title. 11 (2) The motor vehicle registration card. 12 (3) The purchase documents or finance contract. 13 (4) The rental or lease agreement. 14 The new vehicle dealer must make a copy of the driver's 15 license or State identification card of the person requesting 16 the newly created key and must retain the copy for 6 months. 17 A new vehicle dealer who violates this subsection (j) is 18 guilty of a petty offense. Violation of this subsection (j) 19 is not cause to suspend, revoke, cancel, or deny renewal of 20 the new vehicle dealer's license."; and 21 on page 14, by replacing lines 27 through 32 with the 22 following -2- SRS92SB0115AKapam01 1 "(k) Except at the time of sale or repossession of the 2 vehicle, no person licensed as a used vehicle dealer may 3 issue to any other person a newly created key to a vehicle 4 unless that person can prove that he or she is the owner or 5 lessee of that vehicle by presenting any of the following: 6 (1) The certificate of title. 7 (2) The motor vehicle registration card. 8 (3) The purchase documents or finance contract. 9 (4) The rental or lease agreement. 10 The used vehicle dealer must make a copy of the driver's 11 license State identification card of the person requesting 12 the newly created key and must retain the copy for 6 months. 13 A used vehicle dealer who violates this subsection (k) is 14 guilty of a petty offense.
