92_SB0397ccr001 LRB9207627DJgcccr2 1 92ND GENERAL ASSEMBLY 2 FIRST CONFERENCE COMMITTEE REPORT 3 ON SENATE BILL 397 4 ------------------------------------------------------------- 5 ------------------------------------------------------------- 6 To the President of the Senate and the Speaker of the 7 House of Representatives: 8 We, the conference committee appointed to consider the 9 differences between the houses in relation to House 10 Amendments Nos. 1 and 2 to Senate Bill 397, recommend the 11 following: 12 (1) that the Senate concur in House Amendments Nos. 1 13 and 2; and 14 (2) that Senate Bill 397, AS AMENDED, be further amended 15 by replacing the title with the following: 16 "AN ACT in relation to public safety."; and 17 by replacing everything after the enacting clause with the 18 following: 19 "Section 5. The Firearm Owners Identification Card Act 20 is amended by changing Section 3a as follows: 21 (430 ILCS 65/3a) (from Ch. 38, par. 83-3a) 22 Sec. 3a. (a) Any resident of Illinois who has obtained a 23 firearm owner's identification card pursuant to this Act and 24 who is not otherwise prohibited from obtaining, possessing or 25 using a firearm may purchase or obtain a rifle or shotgun or 26 ammunition for a rifle or shotgun in Iowa, Missouri, Indiana, 27 Wisconsin or Kentucky. 28 (b) Any resident of Iowa, Missouri, Indiana, Wisconsin 29 or Kentucky or a non-resident with a valid non-resident 30 hunting license, who is 18 years of age or older and who is 31 not prohibited by the laws of Illinois, the state of his 32 domicile, or the United States from obtaining, possessing or -2- LRB9207627DJgcccr2 1 using a firearm, may purchase or obtain a rifle, shotgun or 2 ammunition for a rifle or shotgun in Illinois. 3 (b-5) Any non-resident who is participating in a 4 sanctioned competitive shooting event, who is 18 years of age 5 or older and who is not prohibited by the laws of Illinois, 6 the state of his or her domicile, or the United States from 7 obtaining, possessing, or using a firearm, may purchase or 8 obtain a shotgun or shotgun ammunition in Illinois for the 9 purpose of participating in that event. A person may purchase 10 or obtain a shotgun or shotgun ammunition under this 11 subsection only at the site where the sanctioned competitive 12 shooting event is being held. 13 For purposes of this subsection, "sanctioned competitive 14 shooting event" means a shooting contest officially 15 recognized by a national or state shooting sport association, 16 and includes any sight-in or practice conducted in 17 conjunction with the event. 18 (c) Any transaction under this Section is subject to the 19 provisions of the Gun Control Act of 1968 (18 U.S.C. 922 20 (b)(3)). 21 (Source: P.A. 90-490, eff. 8-17-97.) 22 Section 99.
