Amend House Bill 2565, AS AMENDED, 3 by replacing the introductory clause of Section 5 with the 4 following: 5 "Section 5. The Board of Higher Education Act is amended 6 by adding Sections 9.26 and 9.27 as follows: 7 (110 ILCS 205/9.26 new) 8 Sec. 9.26. Textbook rental incentive grant program. 9 (a) The textbook rental incentive grant program is 10 hereby created. The program shall be implemented and 11 administered by the Board of Higher Education to provide 12 grant incentives to public universities and community 13 colleges that offer, as part of their undergraduate student 14 fee structure, a textbook rental program. Grants shall be 15 awarded from appropriations made to the Board of Higher 16 Education for purposes of this Section. 17 (b) To be eligible for grant consideration, public 18 universities and community colleges shall annually file a 19 report with the Board of Higher Education detailing their 20 program. The report shall include, at a minimum, the 21 following information: the number of undergraduate students 22 participating, the amount of the rental fee, and the overall -2- LRB9008957THdvam01 1 undergraduate student fee schedule of the university or 2 community college. 3 (c) In awarding grants to public universities and 4 community colleges under this Section, the Board of Higher 5 Education may consider each applicant's report data, the 6 number of institutions wishing to participate, and such other 7 criteria as the Board of Higher Education determines to be 8 appropriate. 9 (d) The Board of Higher Education shall annually submit 10 to the Governor and the General Assembly a budgetary 11 recommendation for grants under this Section and shall notify 12 applicants for grant assistance that the award of grants 13 under this Section is contingent upon the availability of 14 appropriated funds. 15 (e) The Board of Higher Education may adopt such rules 16 as it deems necessary for administration of the grant program 17 created by this Section.".
