LRB9008957THbd HB2565 Enrolled LRB9008957THbd 1 AN ACT in relation to higher education. 2 Be it enacted by the People of the State of Illinois, 3 represented in the General Assembly: 4 Section 5. The Board of Higher Education Act is amended 5 by adding Section 9.27 as follows: 6 (110 ILCS 205/9.27 new) 7 Sec. 9.27. Graduation incentive grant program. 8 (a) The graduation incentive grant program is hereby 9 created. The program shall be implemented and administered 10 by the Board of Higher Education to provide grant incentives 11 to public universities that offer their undergraduate 12 students contracts under which the university commits itself 13 to provide the courses, programs, and support services 14 necessary to enable the contracting students to graduate 15 within 4 years. Grants shall be awarded from appropriations 16 made to the Board of Higher Education for purposes of this 17 Section. 18 (b) To be eligible for grant consideration, a public 19 university shall annually file a report with the Board of 20 Higher Education detailing its 4-year graduation contract 21 program. The report shall include, at a minimum, the 22 following information: the number of undergraduate students 23 participating in the program, the requirements of the 4-year 24 graduation contracts offered by the university, the types of 25 additional support services provided by the university to the 26 contracting students, and the cost of the program. 27 (c) In awarding grants to public universities under this 28 Section, the Board of Higher Education may consider each 29 applicant's report data, the number of institutions wishing 30 to participate, and such other criteria as the Board of 31 Higher Education determines to be appropriate. HB2565 Enrolled -2- LRB9008957THbd 1 (d) The Board of Higher Education shall annually submit 2 to the Governor and the General Assembly a budgetary 3 recommendation for grants under this Section and shall notify 4 applicants for grant assistance that the award of grants 5 under this Section is contingent upon the availability of 6 appropriated funds. 7 (e) The Board of Higher Education may adopt such rules 8 as it deems necessary for administration of the grant program 9 created by this Section. 10 Section 99. Effective date. This Act takes effect July 11 1, 1998.
