Amend House Bill 2565 by replacing 3 the title with the following: 4 "AN ACT in relation to higher education."; and 5 by replacing everything after the enacting clause with the 6 following: 7 "Section 5. The Board of Higher Education Act is amended 8 by adding Section 9.27 as follows: 9 (110 ILCS 205/9.27 new) 10 Sec. 9.27. Graduation incentive grant program. 11 (a) The graduation incentive grant program is hereby 12 created. The program shall be implemented and administered 13 by the Board of Higher Education to provide grant incentives 14 to public universities that offer their undergraduate 15 students contracts under which the university commits itself 16 to provide the courses, programs, and support services 17 necessary to enable the contracting students to graduate 18 within 4 years. Grants shall be awarded from appropriations 19 made to the Board of Higher Education for purposes of this 20 Section. 21 (b) To be eligible for grant consideration, a public -2- LRB9008957THdvam02 1 university shall annually file a report with the Board of 2 Higher Education detailing its 4-year graduation contract 3 program. The report shall include, at a minimum, the 4 following information: the number of undergraduate students 5 participating in the program, the requirements of the 4-year 6 graduation contracts offered by the university, the types of 7 additional support services provided by the university to the 8 contracting students, and the cost of the program. 9 (c) In awarding grants to public universities under this 10 Section, the Board of Higher Education may consider each 11 applicant's report data, the number of institutions wishing 12 to participate, and such other criteria as the Board of 13 Higher Education determines to be appropriate. 14 (d) The Board of Higher Education shall annually submit 15 to the Governor and the General Assembly a budgetary 16 recommendation for grants under this Section and shall notify 17 applicants for grant assistance that the award of grants 18 under this Section is contingent upon the availability of 19 appropriated funds. 20 (e) The Board of Higher Education may adopt such rules 21 as it deems necessary for administration of the grant program 22 created by this Section. 23 Section 99. Effective date. This Act takes effect July 24 1, 1998.".
