          Amends the Board of Higher  Education  Act.   Supplies  a
      caption for a Section relating to the Board's master plan for
      higher education.

 1        AN ACT in relation to higher education.
 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:
 4        Section 5.  The Board of Higher Education Act is  amended
 5    by adding Sections 9.26 and 9.27 as follows:
 6        (110 ILCS 205/9.26 new)
 7        Sec. 9.26.  Textbook rental incentive grant program.
 8        (a)  The  textbook  rental  incentive  grant  program  is
 9    hereby   created.   The  program  shall  be  implemented  and
10    administered by the Board  of  Higher  Education  to  provide
11    grant   incentives   to  public  universities  and  community
12    colleges that offer, as part of their  undergraduate  student
13    fee  structure,  a  textbook rental program.  Grants shall be
14    awarded from appropriations  made  to  the  Board  of  Higher
15    Education for purposes of this Section.
16        (b)  To  be  eligible  for  grant  consideration,  public
17    universities  and  community  colleges  shall annually file a
18    report with the Board of  Higher  Education  detailing  their
19    program.   The  report  shall  include,  at  a  minimum,  the
20    following  information:  the number of undergraduate students
21    participating, the amount of the rental fee, and the  overall
22    undergraduate  student  fee  schedule  of  the  university or
23    community college.
24        (c)  In  awarding  grants  to  public  universities   and
25    community  colleges  under  this Section, the Board of Higher
26    Education may consider  each  applicant's  report  data,  the
27    number of institutions wishing to participate, and such other
28    criteria  as  the  Board of Higher Education determines to be
29    appropriate.
30        (d)  The Board of Higher Education shall annually  submit
31    to   the  Governor  and  the  General  Assembly  a  budgetary

 1    recommendation for grants under this Section and shall notify
 2    applicants for grant assistance  that  the  award  of  grants
 3    under  this  Section  is  contingent upon the availability of
 4    appropriated funds.
 5        (e)  The Board of Higher Education may adopt  such  rules
 6    as it deems necessary for administration of the grant program
 7    created by this Section.

 9        Sec. 9.27.  Graduation incentive grant program.
10        (a)  The  graduation  incentive  grant  program is hereby
11    created.  The program shall be implemented  and  administered
12    by  the Board of Higher Education to provide grant incentives
13    to  public  universities  that  offer   their   undergraduate
14    students  contracts under which the university commits itself
15    to  provide  the  courses,  programs,  and  support  services
16    necessary to enable  the  contracting  students  to  graduate
17    within  4 years.  Grants shall be awarded from appropriations
18    made to the Board of Higher Education for  purposes  of  this
19    Section.
20        (b)  To  be  eligible  for  grant consideration, a public
21    university shall annually file a report  with  the  Board  of
22    Higher  Education  detailing  its  4-year graduation contract
23    program.   The  report  shall  include,  at  a  minimum,  the
24    following information:  the number of undergraduate  students
25    participating  in the program, the requirements of the 4-year
26    graduation contracts offered by the university, the types  of
27    additional support services provided by the university to the
28    contracting students, and the cost of the program.
29        (c)  In awarding grants to public universities under this
30    Section,  the  Board  of  Higher  Education may consider each
31    applicant's report data, the number of  institutions  wishing
32    to  participate,  and  such  other  criteria  as the Board of
33    Higher Education determines to be appropriate.

 1        (d)  The Board of Higher Education shall annually  submit
 2    to   the  Governor  and  the  General  Assembly  a  budgetary

10        Section  8.  The University of Illinois Act is amended by
11    changing Section 7f as follows:
12        (110 ILCS 305/7f) (from Ch. 144, par. 28f)
13        Sec. 7f.  Partial tuition waivers.
14        (a)  As  used  in  this  Section,  "Illinois  college  or
15    university" means any of the following:   the  University  of
16    Illinois,   Southern   Illinois   University,  Chicago  State
17    University,  Eastern  Illinois  University,  Governors  State
18    University, Illinois State University, Northeastern  Illinois
19    University,   Northern   Illinois   University,  and  Western
20    Illinois University.
21        (b)  Each year the Board of Trustees of the University of
22    Illinois shall offer 50% tuition  waivers  for  undergraduate
23    education  at  any campus under its governance or supervision
24    to the children  of  employees  of  an  Illinois  college  or
25    university  who have been employed by any one or by more than
26    one Illinois college or university for an aggregate period of
27    at least 7 years.   To  be  eligible  to  receive  a  partial
28    tuition  waiver,  the  child  of  an  employee of an Illinois
29    college or university (i) must be under the age of 25 at  the
30    commencement  of  the  academic year during which the partial
31    tuition waiver is to be effective, and (ii) must qualify  for
32    admission  to  the  University  of  Illinois  under  the same

 1    admissions requirements, standards  and  policies  which  the
 2    University  of  Illinois  applies to applicants for admission
 3    generally  to  its  respective  undergraduate  colleges   and
 4    programs.  For  purposes  of  this Section, an employee of an
 5    Illinois college or university shall be deemed to include all
 6    persons employed by the Department of Natural Resources under
 7    the  authority  of  the  Board  of  Natural   Resources   and
 8    Conservation  in  the:   (i)  Waste  Management  and Research
 9    Center, (ii) Illinois State Geological Survey, (iii) Illinois
10    Natural History Survey, or (iv) Illinois State Water Survey.
11        (c)  Subject  to  the  provisions  and   limitations   of
12    subsection  (b),  an  eligible applicant who has continued to
13    maintain satisfactory academic progress toward graduation may
14    have his or her partial tuition waiver renewed until the time
15    as he or she has expended 4 years  of  undergraduate  partial
16    tuition waiver benefits under this Section.
17        (d)  No  partial  tuition  waiver offered or allocated to
18    any eligible applicant in accordance with the  provisions  of
19    this  Section  shall  be  charged  against any tuition waiver
20    limitation  established  by  the  Illinois  Board  of  Higher
21    Education.
22        (e)  The Board of  Trustees  shall  prescribe  rules  and
23    regulations  as are necessary to implement and administer the
24    provisions of this Section.
