Amend House Bill 923 on page 1, by 3 replacing lines 1 and 2 with the following: 4 "AN ACT relating to membership on the governing boards of 5 public universities."; and 6 on page 2, by inserting below line 31 the following: 7 "Section 10. The Southern Illinois University Management 8 Act is amended by changing Sections 2 and 5 as follows: 9 (110 ILCS 520/2) (from Ch. 144, par. 652) 10 Sec. 2. The Board shall consist of 7 members appointed by 11 the Governor, by and with the advice and consent of the 12 Senate, the Superintendent of Public Instruction, or his 13 chief assistant for liaison with higher education when 14 designated to serve in his place, ex-officio, and 2nonvoting15 student members each to be selected by the respective 16 campuses of Southern Illinois University at Carbondale and at 17 Edwardsville. The method of selecting these student members 18 shall be determined by campus-wide student referendum. The 19 student members shall serve terms of one year beginning on 20 July 1 of each year, except that the student members 21 initially selected shall serve a term beginning on the date -2- LRB9003488THcwam 1 of such selection and expiring on the next succeeding June 2 30. No more than 4 of the members appointed by the Governor 3 shall be affiliated with the same political party. Upon the 4 expiration of the terms of members appointed by the Governor, 5 their respective successors shall be appointed for terms of 6 6 years from the third Monday in January of each odd-numbered 7 year and until their respective successors are appointed for 8 like terms. Thenonvotingstudent 19 members shall have all of the privileges of membership, 20 including the right to make and second motions and to attend 21 executive sessions, except that only one student member, 22 designated by the Governor at the Governor's discretion, 23 shall haveother thanthe right to vote. The nonvoting 24 student member, but theyshall not be considered a member 25membersfor the purpose of determining a quorum at any 26 meeting of the Board or any of its committees. Of the members first appointed by the 26 Governor, 4 shall be appointed for terms to expire on the 27 third Monday in January, 1999, and 3 shall be appointed for 28 terms to expire on the third Monday in January, 2001.
