LRB9003488THcc LRB9003488THcc 1 AN ACT to amend the University of Illinois Trustees Act 2 by changing Section 1. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The University of Illinois Trustees Act is 6 amended by changing Section 1 as follows: 7 (110 ILCS 310/1) (from Ch. 144, par. 41) 8 Sec. 1. The Board of Trustees of the University of 9 Illinois shall consist of 9 trustees appointed by the 10 Governor, by and with the advice and consent of the Senate, 11 the Governor, and onenonvotingstudent member from each 12 campus of the University of Illinois. 13 Eachnonvotingstudent member shall serve a term of one 14 year, beginning on July 1 of each year or on the date of his 15 or her selection, whichever is later, and expiring on the 16 next succeeding June 30. The student members shall have all 17 of the privileges of membership, including the right to make 18 and second motions and to attend executive sessions, except 19 that only one student member, designated by the Governor at 20 the Governor's discretion, shall haveother thanthe right to 21 vote. The method of selecting these student members shall be 22 determined by campus-wide student referendum. Nonvoting 23 student members shall not be considered members for the 24 purpose of determining a quorum at any meeting of the board 25 or any of its committees. 26 The term of each elected trustee who is in office on the 27 effective date of this amendatory Act of 1995 shall terminate 28 on the second Monday in January, 1996, or when a quorum of 29 the trustees initially to be appointed under this amendatory 30 Act of 1995 is appointed and qualified, whichever last 31 occurs. -2- LRB9003488THcc 1 No more than 5 of the 9 trusteesmembersappointed by the 2 Governor shall be affiliated with the same political party. 3 The term of office of each appointed trustee shall be 6 years 4 from the third Monday in January of each odd numbered year, 5 except that of the 9 trustees initially appointed by the 6 Governor, 3 shall be appointed for terms that commence on the 7 date of their appointment and expire on the second Monday in 8 January, 1997; 3 shall be appointed for terms that commence 9 on the date of their appointment and expire on the second 10 Monday in January, 1999; and 3 shall be appointed for terms 11 that commence on the date of their appointment and expire on 12 the second Monday in January, 2001. Upon expiration of the 13 terms of the members initially appointed by the Governor, 14 their respective successors shall be appointed for terms of 6 15 years from the second Monday in January of each odd numbered 16 year and until their respective successors are appointed and 17 qualified. 18 Vacancies shall be filled for the unexpired term in the 19 same manner as original appointments. If a vacancy in 20 membership occurs at a time when the Senate is not in 21 session, the Governor shall make temporary appointments until 22 the next meeting of the Senate, when he shall appoint persons 23 to fill such memberships for the remainder of their 24 respective terms. If the Senate is not in session when 25 appointments for a full term are made, appointments shall be 26 made as in the case of vacancies. 27 No action of the board shall be invalidated by reason of 28 any vacancies on the board, or by reason of any failure to 29 select nonvoting student members. 30 (Source: P.A. 89-4, eff. 7-1-95 (eff. date changed from 31 1-1-96 by P.A. 89-24); 89-5, eff. 1-1-96.) 32 Section 99.
