1 AMENDMENT TO HOUSE BILL 3141
2     AMENDMENT NO. ______. Amend House Bill 3141 by replacing
3 everything after the enacting clause with the following:

4     "Section 5. The Department of Transportation Law of the
5 Civil Administrative Code of Illinois is amended by adding
6 Section 2705-630 as follows:

7     (20 ILCS 2705/2705-630 new)
8     Sec. 2705-630. Sustainability standards. To reduce the
9 carbon intensity and increase the sustainability of
10 State-funded infrastructure projects, the Department of
11 Transportation, in consultation and collaboration with the
12 Department of Central Management Services and the Capital
13 Development Board, shall develop one or more standards for
14 State purchases of appliances, concrete, asphalt, steel, and
15 other building materials, subject to appropriation or the
16 award of grant funding for this purpose. In developing these

1 standards, the Department of Transportation shall consider the
2 establishment of a maximum acceptable Global Warming Potential
3 standard, and ways to promote and facilitate the use of life
4 cycle assessments and environmental product declarations when
5 considering bids for State-funded infrastructure projects.".
