AMENDMENT TO SENATE BILL 1850

2     AMENDMENT NO. ______. Amend Senate Bill 1850 on page 1,
3 line 5, by replacing "Sections 3-680" with "Sections 3-609.01,
4 3-680,"; and
 
5 on page 1, immediately below line 5, by inserting the
6 following:
 
7     "(625 ILCS 5/3-609.01)
8     Sec. 3-609.01. Handicapped Veterans' plates.
9     (a) Any disabled veteran whose degree of disability has
10 been declared to be less than 100% by the United States
11 Department of Veterans Affairs and whose disability is
12 service-related and who has been or declared eligible for funds
13 for the purchase of a motor vehicle of the first division or
14 for a motor vehicle of the second division weighing not more
15 than 8,000 pounds by the United States Federal Government
16 because of his or her disability, may make application for the

1 registration of one motor vehicle of the first division or one
2 motor vehicle of the second division weighing not more than
3 8,000 pounds of those vehicles, to the Secretary of State
4 without the payment of any registration fee. Registration shall
5 be for a multi-year period and may be issued staggered
6 registration.
7     (b) (Blank). Any disabled veteran of World War I, of World
8 War II, of the National Emergency between June 25, 1950 and
9 January 31, 1955 or of the period beginning February 1, 1955
10 and ending on the day before the first day thereafter in which
11 individuals (other than individuals liable for induction by
12 reason of prior deferment) are no longer liable for induction
13 for training and service into the armed forces under the
14 Military Selective Service Act of 1967, or of any armed
15 conflict involving the armed forces of the United States, who
16 has a service-connected disability of such a nature that it
17 would, if it had been incurred in World War II, have entitled
18 him to be awarded an automobile by the United States Federal
19 Government, or who is receiving compensation from the Veterans
20 Administration for total service-connected disability, may
21 make application to the Secretary of State for the registration
22 of one motor vehicle of the first division without accompanying
23 his or her application with the payment of any fee.
24     (c) Renewal of this registration must be accompanied with
25 documentation for eligibility of registration without fee
26 unless the applicant has a permanent qualifying disability, and

1 these registration plates may not be issued to any person not
2 eligible to receive them.
3     (d) The Illinois Veterans Commission may assist in
4 providing the documentation of disability.
