SCULLY. 605 ILCS 5/4-411 new Amends the Illinois Highway Code. Provides that the Department of Transportation shall study the feasibility of using asphalt rubber in its road construction projects. Provides that on or before January 1, 2004, the Department shall submit a report of its findings to the Governor and the General Assembly.
