1 AMENDMENT TO SENATE BILL 317
2 AMENDMENT NO. . Amend Senate Bill 317 by replacing
3 the title with the following:
4 "AN ACT to amend the Illinois Public Aid Code by changing
5 Section 4-19."; and
6 by replacing everything after the enacting clause with the
7 following:
8 "Section 5. The Illinois Public Aid Code is amended by
9 changing Section 4-19 as follows:
10 (305 ILCS 5/4-19)
11 Sec. 4-19. Demonstration project; treatment; AFDC. The
12 Department, in cooperation with the Department of Alcoholism
13 and Substance Abuse, is authorized to conduct a demonstration
14 project in which clients who are identified as having an
15 alcohol or substance abuse problem must, as a condition of
16 eligibility for assistance under this Article, participate in
17 an alcohol or substance abuse treatment program. The
18 Department shall, by rule, establish (i) the sites for the
19 demonstration program, (ii) the methods for determining
20 whether a client has an alcohol or substance abuse problem,
21 and (iii) the sanctions for failure to cooperate. The

1 demonstration program shall terminate on January 1, 2000. At
2 the end of the demonstration program, the program may be
3 extended expended, by rule, to other areas of the State or
4 the entire State. The Department shall apply for all
5 appropriate waivers of federal requirements necessary to
6 implement this Section.
7 Section 99. Effective date. This Act takes effect upon
8 becoming law.".
