LRB9001503SMdv SB317 Engrossed LRB9001503SMdv 1 AN ACT to amend the Illinois Public Aid Code by changing 2 Section 4-19. 3 Be it enacted by the People of the State of Illinois, 4 represented in the General Assembly: 5 Section 5. The Illinois Public Aid Code is amended by 6 changing Section 4-19 as follows: 7 (305 ILCS 5/4-19) 8 Sec. 4-19. Demonstration project; treatment; AFDC. The 9 Department, in cooperation with the Department of Alcoholism10and Substance Abuse,is authorized to conduct a demonstration 11 project in which clients who are identified as having an 12 alcohol or substance abuse problem must, as a condition of 13 eligibility for assistance under this Article, participate in 14 an alcohol or substance abuse treatment program. The 15 Department shall, by rule, establish (i) the sites for the 16 demonstration program, (ii) the methods for determining 17 whether a client has an alcohol or substance abuse problem, 18 and (iii) the sanctions for failure to cooperate. The 19 demonstration program shall terminate on January 1, 2000. At 20 the end of the demonstration program, the program may be 21 extendedexpended, by rule, to other areas of the State or 22 the entire State. The Department shall apply for all 23 appropriate waivers of federal requirements necessary to 24 implement this Section. 25 Section 99. Effective date. This Act takes effect upon 26 becoming law.
