Amends the Aid to Families with Dependent Children
Article of the Illinois Public Aid Code. Makes a technical
change in provisions regarding the termination of the AFDC
program on December 31, 1998.

1 AN ACT to amend the Illinois Public Aid Code by changing
2 Section 4-0.5.
3 Be it enacted by the People of the State of Illinois,
4 represented in the General Assembly:
5 Section 5. The Illinois Public Aid Code is amended by
6 changing Section 4-0.5 as follows:
7 (305 ILCS 5/4-0.5)
8 Sec. 4-0.5. Article inoperative after December 31, 1998.
9 The provisions of this Article IV to provide assistance
10 payments to families meeting the eligibility requirements of
11 the Aid to Families with Dependent Children (AFDC) Program
12 shall be inoperative after December 31, 1998. The Illinois
13 Department shall develop an alternative program of mutual
14 responsibility between the Illinois Department and the client
15 to allow the family to become self-sufficient or employed as
16 soon quickly as possible through (i) the provision of
17 transitional assistance to families in the form of emergency
18 one-time payments to prevent job loss, temporary assistance
19 while searching for or being trained for work, or paternity
20 establishment and child support enforcement or (ii) the
21 provision for continued work.
