      New Act
          Provides that, upon payment of specified consideration to
      the State, the State is authorized to convey title to certain
      land, release easements over certain land, and restore access
      rights to certain land.  Effective immediately.

 1        AN ACT in relation to certain land.
 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:
 4        Section  5.  Upon the payment of the sum of $30,000.00 to
 5    the State of Illinois,  the  easement  for  highway  purposes
 6    acquired  by  the People of the State of Illinois is released
 7    over and through the following described land in Will County,
 8    Illinois:
 9    Parcel 1WY0512:
10    That part of the Southwest Quarter of Section 9, Township  36
11    North,   Range  9  East  of  the  Third  Principal  Meridian,
12    described as follows:
13    Commencing at the southeast corner of the  Southwest  Quarter
14    of  said  Section  9;  thence  North  01 degree 29 minutes 22
15    seconds East, 42.50 feet (Bearings  assumed  for  description
16    purposes  only)  along the east line of the Southwest Quarter
17    of said Section 9, to a point on the centerline of  US  Route
18    30;  thence  Southwesterly  along said centerline and along a
19    curve to the left having a radius of  4583.80  feet  (record)
20    4585.79  feet (measured), the chord of said curve bears South
21    87 degrees 52 minutes 43 seconds West, 95.38 feet  (measured)
22    94.00  feet  (record)  along  said centerline of US Route 30;
23    thence South 87 degrees 16 minutes, 58 seconds West,  1535.41
24    feet  along  said  centerline of US Route 30; thence North 02
25    degrees 43 minutes, 02 seconds West, 85.00 feet to a point on
26    the northerly right-of-way line of US Route 30, and the Point
27    of Beginning; thence northwesterly along the  said  northerly
28    right-of-way  line  of  US  Route  30 on a curve to the right
29    having a radius of 1085.95 feet,  the  chord  of  said  curve
30    bears  North  43  degrees 11 minutes 14 seconds West, 1313.49
31    feet to a point 65.00 feet normally distant easterly from the
32    centerline of US Route 30; thence southeasterly along a curve

 1    to the left  having  a  radius  of  7523.86  feet  and  being
 2    concentric  with  said  centerline,  the  chord of said curve
 3    bears South 02 degrees 39 minutes  23  seconds  East,  467.21
 4    feet;  thence  South  04  degrees 26 minutes 08 seconds East,
 5    466.23 feet parallel with said centerline  of  US  Route  30;
 6    thence  South  31  degrees  52 minutes 34 seconds East, 38.78
 7    feet to a point on the  south  line  of  the  said  Southwest
 8    Quarter  of  Section 9; thence South 88 degrees 57 minutes 38
 9    seconds East, 490.39  feet  along  said  south  line  of  the
10    Southwest Quarter of Section 9, to a line 85.00 feet normally
11    distance  northerly  of the centerline of US Route 30; thence
12    North 87 degrees 16 minutes  58  seconds  East,  330.81  feet
13    parallel  with  the centerline of US Route 30 to the Point of
14    Beginning, in Will County, Illinois.
15    Said parcel containing 4.971 acres, more or less.
16        Section 10.  The Secretary of Transportation shall obtain
17    a certified copy of the portions of this Act  containing  the
18    title,   the   enacting   clause,  the  effective  date,  the
19    appropriate  Section  or   Sections   containing   the   land
20    descriptions  of  property  to  be  transferred  or otherwise
21    affected, and this Section within 60 days after its effective
22    date and, upon receipt of payment required by the Section  or
23    Sections,  if  any  payment  is  required,  shall  record the
24    certified document in the Recorder's Office in the county  in
25    which the land is located.
26        Section  50.  Upon the payment of the sum of $1.00 to the
27    State  of  Illinois,  the  Director  of  Mental  Health   and
28    Developmental  Disabilities  (before  July  1,  1997)  or the
29    Secretary of Human Services (on and after July  1,  1997)  is
30    authorized  to convey to the County of Kankakee by quit claim
31    deed, all right, title, and interest of the State of Illinois
32    in and to the following described real property, to wit:

 1        A part of the  North  Half  of  the  South  Half  of  the
 2        Southwest  Quarter of Section 8, Township 30 North, Range
 3        13 West of the 2nd P.M.  in  Kankakee  County,  Illinois,
 4        described  as follows:  Commencing at the intersection of
 5        the East right-of-way line of Illinois Route 49 with  the
 6        North  line  of  the  South Half of the South Half of the
 7        Southwest  Quarter  of  said  Section  8;  thence   North
 8        00䓎'25"  West  along  said  East  right-of-way  line  a
 9        distance   of  300.00  feet  to  a  point;  thence  South
10        88䓦'15" East a distance of 1,452.57 feet  to  a  point;
11        thence  South 00䓎'25" East a distance of 300.00 feet to
12        a point; thence North 88䓦'15" West along the North line
13        of the South Half of the  South  Half  of  the  Southwest
14        Quarter  of said Section 8 a distance of 1,452.57 feet to
15        the point of  beginning,  SUBJECT  TO  rights-of-way  for
16        roads, drainage, and easements apparent or of record, AND
17        SUBJECT TO survey.
18        Section  55.   The conveyance of real property authorized
19    by Section 50 shall  be made subject to the express condition
20    that the property be used for the  construction of  a  county
21    jail  facility,  and  that  if  the  grantee fails to use the
22    property for this purpose the title  to  the  property  shall
23    revert to the State of Illinois.
24        Section   60.    The   Director   of  Mental  Health  and
25    Developmental Disabilities  (before  July  1,  1997)  or  the
26    Secretary of Human Services (on and after July 1, 1997) shall
27    obtain   a  certified  copy  of  the  portions  of  this  Act
28    containing the title,  the  enacting  clause,  the  effective
29    date, the appropriate Section or Sections containing the land
30    descriptions  of  property  to  be  transferred  or otherwise
31    affected, and this Section within 60 days after its effective
32    date, and, upon  receipt  of  the  payment  required  by  the

 1    Section or Sections, if any payment is required, shall record
 2    the  certified  document  in  the  Recorder's  Office  in the
 3    appropriate county.
 4        Section 950.  The Director of Agriculture  is  authorized
 5    to  convey by warranty deed the following 0.21 acre parcel of
 6    land for the sum of $1,677.00 to Jeffrey Keith  Myers  of  Du
 7    Quoin:
 8        Commencing  at  the  southwest  corner  of  the southwest
 9        quarter of the southeast quarter of Section 17.  Township
10        6 South. Range 1 west of the  third  principal  meridian:
11        Thence  easterly  on the south line of the said southwest
12        quarter of the southeast quarter  of  section  17  on  an
13        azimuth of 92 degrees 15' 02".  A distance of 830.92 feet
14        to  the  point  of beginning for this description: thence
15        northerly on an  azimuth  of  359  degrees  38'  56".   A
16        distance  of 61.66 feet: thence easterly on an azimuth of
17        92 degrees 15' 02".  A distance of  134.28  feet:  thence
18        southeasterly  on  an  azimuth of 151 degrees 20' 09".  A
19        distance  of  47.25  feet:  thence  southeasterly  on  an
20        azimuth of 161 degrees 17' 44".  A distance of 22.55 feet
21        to the said south line of the said southwest  quarter  of
22        the  southeast  quarter of section 17: thence westerly on
23        the said south line on an azimuth of 272 degrees 15' 02".
24        A distance of 163.82 feet to the point of beginning.
25        The Director of Agriculture is authorized  to  convey  by
26    warranty  deed the following 0.30 acre parcel of land for the
27    sum of  $2,910.00  to Charles Jeffrey  Robinson  and  Roseann
28    Marie Robinson of Du Quoin:
29        Commencing  at  the  southwest  corner  of  the southwest
30        quarter of the southeast quarter of section 17.  Township
31        6 south.  Range 1 west of the third  principal  meridian:
32        Thence  easterly  on the south line of the said southwest
33        quarter of the southeast quarter  of  section  17  on  an

 1        azimuth  of  92  degrees  15'  02".  A distance of 830.92
 2        feet: thence northerly  on  an  azimuth  of  359  degrees
 3        38'56".   A  distance  of  61.66  feet  to  the  point of
 4        beginning for this description: thence  northerly  on  an
 5        azimuth of 359 degrees 38'56".  A distance of 142.87 feet
 6        to  the  south line of fair acres addition to the city of
 7        Du Quoin, Illinois: thence easterly  on  the  said  south
 8        line  of fair acres  addition on an azimuth of 92 degrees
 9        15'02".  A distance of 45.11 feet:  thence  southeasterly
10        on  an  azimuth  of  146  degrees  57'13".  A distance of
11        114.38 feet: thence southeasterly on an  azimuth  of  151
12        degrees   20'09".   A  distance  of  57.55  feet:  thence
13        westerly on  an  azimuth  of  272  degrees  15'  02".   A
14        distance of 134.28 feet to the point of beginning.
15        In addition, the Director of Agriculture may purchase the
16    following  approximately  10 acre parcel of land from Coastal
17    Mart, Inc., of Houston, Texas, for the amount of $23,000.00:
18        Part of the Northwest Quarter of the Northeast Quarter of
19        Section 20, Township 6 South, Range 1 West of  the  Third
20        Principal  Meridian, Perry County, Illinois, described as
21        follows: beginning at a point on the  easterly  right  of
22        way line of U.S. Highway 51, which point is 75 feet north
23        of  the  south  line  of  said  northwest  quarter of the
24        northeast quarter; thence northerly along said  right  of
25        way  line  a distance of 166 feet to a point; thence east
26        on a line parallel with the south line of said  northwest
27        quarter  of  the northeast quarter a distance of 200 feet
28        to a point, thence southerly on a  line parallel with the
29        easterly right of way line of  said  U.S.  Highway  51  a
30        distance  of  166  feet  to a point, thence west parallel
31        with the south line of  said  northwest  quarter  of  the
32        northeast quarter 200 feet to the place of beginning; and
33        The  south  one-fifth  of  the  northwest  quarter of the
34        northeast quarter, and the east one-half of  three  acres

 1        of  even  width  immediately  north of and adjoining said
 2        south one-fifth of the northwest quarter of the northeast
 3        quarter of section 20, township 6 south, range 1 west  of
 4        the  third  Principal  Meridian,  Perry County, Illinois,
 5        EXCEPTING therefrom the following described tracts:
 6        EXCEPTION A: The west 150 feet of the south  75  feet  of
 7        said  south  one-fifth  of  said northwest quarter of the
 8        northeast quarter; and,
 9        EXCEPTION B: Beginning at a point on the  easterly  right
10        of  way  line of U.S. Highway 51,  which point is 75 feet
11        north of the south line of said northwest quarter of  the
12        northeast  quarter,  thence northerly along said right of
13        way line a distance of 166 feet to a point, then east  on
14        a  line  parallel  with  the south line of said northwest
15        quarter of the northeast quarter a distance of  200  feet
16        to  a point, thence southerly on a line parallel with the
17        easterly right of way line of  said  U.S.  Highway  51  a
18        distance  of  166  feet  to a point, thence west parallel
19        with the south line of  said  northwest  quarter  of  the
20        northeast quarter 200 feet to the place of beginning; and
21        EXCEPTION  C:  Beginning  at a point 150 feet east of the
22        southwest  corner  of  the  northwest  quarter   of   the
23        northeast  quarter of section 20 and then running north a
24        distance of 75 feet parallel with the west  line  of  the
25        northwest  quarter of the northeast quarter of section 20
26        and then running  east a distance  of  25  feet  parallel
27        with  the  northern  line of the northwest quarter of the
28        northeast quarter of section 20 and then running south  a
29        distance  of  75  feet parallel with the west line of the
30        northwest quarter of the northeast quarter of section  20
31        and  then running west a distance of 25 feet to the place
32        of beginning.
33        Section 955.  The Director of Agriculture shall obtain  a

 1    certified  copy  of  the  portions of this Act containing the
 2    title,  the  enacting  clause,  the   effective   date,   the
 3    appropriate   Section   or   Sections   containing  the  land
 4    descriptions of  property  to  be  transferred  or  otherwise
 5    affected, and this Section within 60 days after its effective
 6    date  and, upon receipt of payment required by the Section or
 7    Sections, if  any  payment  is  required,  shall  record  the
 8    certified  document in the Recorder's Office in the county in
 9    which the land is located.
10        Section 999.  Effective date.  This Act takes effect upon
11    becoming law.
