SYNOPSIS AS INTRODUCED:

20 ILCS 415/8b.21 new

Amends the Personnel Code. Provides that for the granting of appropriate preference in the hiring of ex-offenders, persons who are ex-felons who have been offense-free for at least 7 years after meeting specified requirements shall be eligible for a hiring preference from the State. Specifies further eligibility requirements. Provides for the adoption of rules.

A BILL FOR

AN ACT concerning State government.

Be it enacted by the People of the State of Illinois, represented in the General Assembly:

Section 5. The Personnel Code is amended by adding Section 8b.21 as follows:

(20 ILCS 415/8b.21 new)

Sec. 8b.21. Ex-offender preference.

(a) For the granting of appropriate preference in the hiring of ex-offenders, persons who are ex-felons who have been offense-free for at least 7 years after meeting the requirements specified in this Section, and any other applicable legal requirements of the this State, shall be eligible for a hiring preference from the State.

(b) Any person eligible for a hiring preference under this Section must meet the following requirements:

(1) participation in a program of counseling;

(2) no probation violations;

(3) no unpaid fines or amounts;

(4) provide community, church, or other personal witnesses and references who can attest to the rehabilitation of the applicant; and

(5) any other eligibility requirements prescribed by the Director of Central Management Services.

(c) The Director of Central Management Services shall adopt all rules necessary for the implementation of the preference created under this Section.
