SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Medicaid Expansion of Network Providers for Persons with Developmental Disabilities Task Force Act. Establishes the Medicaid Expansion of Network Providers for Persons with Developmental Disabilities Task Force to develop and propose policies to increase the State's Medicaid provider networks to give Medicaid clients more provider choice for their health care needs. Provides that the Task Force shall work toward creating solutions to streamline the State's Medicaid system, making it more efficient, and making it easier to use while improving the overall quality of care. Contains provisions concerning the Task Force's composition and meetings. Requires the Department of Human Services to provide administrative support to the Task Force. Requires the Task Force to report its findings, conclusions, and recommendations, including suggested legislation, to the General Assembly by December 31, 2025. Repeals the Act on July 1, 2026.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Medicaid Expansion of Network Providers for Persons with
6Developmental Disabilities Task Force Act.
 
7    Section 5. Creation of Task Force.
8    (a) The Medicaid Expansion of Network Providers for
9Persons with Developmental Disabilities Task Force is created,
10consisting of the following members:
11        (1) the Director of Healthcare and Family Services, or
12    the Director's designee;
13        (2) the Director of Insurance, or the Director's
14    designee;
15        (3) the Secretary of Human Services, or the
16    Secretary's designee;
17        (4) 2 members, appointed by the President of the
18    Senate;
19        (5) 2 members, appointed by the Majority Leader of the
20    Senate;
21        (6) 2 members, appointed by the Minority Leader of the
22    Senate;
23        (7) 2 members, appointed by the Speaker of the House

1    of Representatives;
2        (8) 2 members, appointed by the Majority Leader of the
3    House of Representatives;
4        (9) 2 members, appointed by the Minority Leader of the
5    House of Representatives;
6        (10) 2 members who are parent advocates of children or
7    adults with developmental disabilities, appointed by the
8    Department of Human Services' Division of Rehabilitation
9    Services;
10        (11) 2 members who are parent advocates of children or
11    adults with developmental disabilities, appointed by the
12    State Rehabilitation Council;
13        (12) one member who represents a statewide
14    organization of dentists, appointed by the Governor;
15        (13) one member who represents a statewide
16    organization of physicians, appointed by the Governor;
17        (14) one member who represents an organization of
18    physicians practicing in Cook County, appointed by the
19    Governor;
20        (15) one member who represents an organization of
21    Indian American physicians, appointed by the Governor;
22        (16) 3 members from nonprofit organizations in
23    northern Illinois that provide services to individuals
24    with physical, developmental, intellectual, or mental
25    health challenges, appointed by the Governor;
26        (17) one member who represents a downstate chapter of

1    an organization of social workers, appointed by the
2    Governor;
3        (18) one member who represents a nonprofit
4    organization of parents and other relatives of residents
5    of a developmental center in southern Illinois that is
6    operated by the Department of Human Services, appointed by
7    the Governor; and
8        (19) 2 members who represent health care systems in
9    southern Illinois, appointed by the Governor.
10    (b) A vacancy on the Task Force shall be filled by the
11appropriate appointing authority.
12    (c) The Task Force shall meet monthly.
13    (d) The members of the Task Force shall receive no
14compensation for the performance of their duties under this
15Act, but may be reimbursed for necessary expenses incurred
16while engaged in the performance of their duties under this
17Act.
18    (e) The Department of Human Services shall provide
19administrative support to the Task Force.
 
20    Section 10. Duties. The Task Force shall develop and
21propose policies to increase the State's Medicaid provider
22networks to give Medicaid clients more provider choice for
23their health care needs. The Task Force shall work toward
24creating solutions to streamline the State's Medicaid system,
25making it more efficient, and making it easier to use while

1improving the overall quality of care.
 
2    Section 15. Report. The Task Force shall report its
3findings, conclusions, and recommendations, including
4suggested legislation, to the General Assembly by December 31,
52025.
 
6    Section 20. Repeal. This Act is repealed on July 1, 2026.
