1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the
5Medicaid Expansion of Network Providers for Persons with
6Disabilities Subcommittee Act.
 
7    Section 5. Medicaid Expansion of Network Providers for
8Persons with Disabilities Subcommittee.
9    (a) By January 1, 2025, the Department of Healthcare and
10Family Services shall create the Medicaid Expansion of Network
11Providers for Persons with Disabilities Subcommittee under the
12Medicaid Advisory Committee. The Subcommittee shall consist of
13the following members:
14        (1) the Director of Healthcare and Family Services, or
15    the Director's designee;
16        (2) the Director of Insurance, or the Director's
17    designee;
18        (3) the Secretary of Human Services, or the
19    Secretary's designee;
20        (4) 2 members, appointed by the President of the
21    Senate;
22        (6) 2 members, appointed by the Minority Leader of the
23    Senate;

1        (7) 2 members, appointed by the Speaker of the House
2    of Representatives;
3        (9) 2 members, appointed by the Minority Leader of the
4    House of Representatives;
5        (10) 2 members who are parent advocates of children or
6    adults with developmental disabilities, appointed by the
7    Governor;
8        (11) 2 members who are parent advocates of children or
9    adults with developmental disabilities, appointed by the
10    Governor;
11        (12) one member who represents a statewide
12    organization of dentists, appointed by the Governor;
13        (13) one member who represents a statewide
14    organization of physicians, appointed by the Governor;
15        (14) one member who represents an organization of
16    physicians practicing in Cook County, appointed by the
17    Governor;
18        (15) one member who represents an organization of
19    Indian American physicians, appointed by the Governor;
20        (16) 3 members from nonprofit organizations in
21    northern Illinois that provide services to individuals
22    with physical, developmental, intellectual, or mental
23    health challenges, appointed by the Governor;
24        (17) one member who represents a downstate chapter of
25    an organization of social workers, appointed by the
26    Governor;

1        (18) one member who represents a nonprofit
2    organization of parents and other relatives of residents
3    of a developmental center in southern Illinois that is
4    operated by the Department of Human Services, appointed by
5    the Governor; and
6        (19) 2 members who represent health care systems in
7    southern Illinois, appointed by the Governor.
8    (b) A vacancy on the Subcommittee shall be filled by the
9appropriate appointing authority.
10    (c) The Subcommittee shall meet monthly.
11    (d) The members of the Subcommittee shall receive no
12compensation for the performance of their duties under this
13Act, but may be reimbursed for necessary expenses incurred
14while engaged in the performance of their duties under this
15Act.
16    (e) The Department of Healthcare and Family Services shall
17provide administrative support to the Subcommittee.
 
18    Section 10. Duties. The Subcommittee shall develop and
19propose policies to increase the State's Medicaid provider
20networks to give Medicaid clients more provider choice for
21their health care needs. The Subcommittee shall work toward
22creating solutions to streamline the State's Medicaid system,
23making it more efficient, and making it easier to use while
24improving the overall quality of care.

1    Section 15. Report. The Subcommittee shall report its
2findings, conclusions, and recommendations, including
3suggested legislation, to the General Assembly by December 31,
42025.
 
5    Section 20. Repeal. This Act is repealed on July 1, 2026.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.
