AMENDMENT TO HOUSE BILL 5358

2    AMENDMENT NO. ______. Amend House Bill 5358 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The State Finance Act is amended by adding
5Section 5.970 as follows:
 
6    (30 ILCS 105/5.970 new)
7    Sec. 5.970. The Illinois Trucking Grant Pilot Program
8Fund. This Section is repealed on December 31, 2027.
 
9    Section 10. The Higher Education Student Assistance Act is
10amended by adding Section 65.120 as follows:
 
11    (110 ILCS 947/65.120 new)
12    Sec. 65.120. Illinois Trucking Grant Pilot Program Fund.
13    (a) Subject to appropriation, beginning with awards for
14the 2023-2024 academic year, the Commission shall establish

1the Illinois Trucking Grant Pilot Program and receive and
2consider applications for grant assistance under this Section.
3The purpose of the Illinois Trucking Grant Pilot Program is to
4provide financial assistance to individuals that are accepted
5to enroll in a truck driver training program at a public
6community college that prepares a student to obtain a Class A
7commercial driver's license in the State.
8    (b) An applicant is eligible for a grant under this
9Section if the Commission finds that the applicant:
10        (1) is a resident of this State;
11        (2) has been accepted to enroll in a truck driver
12    training program at a public community college that
13    prepares a student to obtain a Class A commercial driver's
14    license in the State;
15        (3) is a high school graduate or has earned a high
16    school equivalency degree;
17        (4) meets all other admissions criteria for the truck
18    driver training program or course at the community college
19    in which the applicant is enrolled; and
20        (5) files a Free Application for Federal Student Aid.
21    (c) Applicants who are determined to be eligible for
22assistance under this Section shall receive, subject to
23appropriation, a grant sufficient to pay for the tuition and
24fees for a truck driver training program at a public community
25college. All grant payments shall be paid directly to the
26community college at which the applicant is enrolled. However,

1any returning or current students must not have an outstanding
2balance with the community college and must have satisfactory
3academic performance as determined by the community college.
4    (d) A grant awarded under this Section may not be renewed
5and may not exceed $5,000 per award per recipient.
6    (e) Any person who has accepted a grant under this Section
7must, within one year after completing a truck driver training
8program at a public community college, begin working as a
9licensed truck driver employed in this State and continue to
10work as a licensed truck driver in the State for at least one
11year.
12    (f) The Illinois Trucking Grant Pilot Program Fund is
13created as a special fund in the State treasury. All money in
14this Fund may be used, subject to appropriation, by the
15Commission for operational expenses associated with the
16administration of the Illinois Trucking Grant Pilot Program
17and for the payment of costs associated with providing grants
18to eligible community colleges in accordance with the Illinois
19Trucking Grant Pilot Program.
20    The Fund may also receive grants, awards, endowments, or
21like proceeds and, if appropriate, other funds made available
22through contracts with governmental, public, and private
23agencies or persons.
24    (g) The Commission shall make all necessary and proper
25rules not inconsistent with this Section for its effective
26implementation.
