AMENDMENT TO HOUSE BILL 5001

AMENDMENT NO. ______. Amend House Bill 5001 by replacing everything after the enacting clause with the following:

"Section 5. The Department of Human Services Act is amended by adding Section 1-75 as follows:

(20 ILCS 1305/1-75 new)

Sec. 1-75. Grants; day care facilities; children of first responders.

(a) As used in this Section, "first responder" includes: (1) emergency medical services personnel as defined in the Emergency Medical Services (EMS) Systems Act; (2) firefighters; and (3) law enforcement officers.

(b) Subject to appropriation, the Department of Human Services shall establish and administer a 2-year pilot program in the cities of Rockford, Peoria, Bloomington, Rock Island, Moline, and East Moline to provide grants to licensed day care facilities that (1) are open 24 hours a day and (2) give priority to serving the children of first responders. Grants provided under the pilot program must be used to provide subsidized child care services to the children of first responders. Day care facilities seeking grants under the pilot program must apply to the Department in a form and manner prescribed by the Department. The Department may adopt any rules necessary to implement the pilot program.

Section 99. Effective date. This Act takes effect July 1, 2022.".
