| 2 | | AMENDMENT NO. ______. Amend House Bill 3296 by replacing | 3 | | everything after the enacting clause with the following:
| 4 | | "Section 5. The School Code is amended by adding Sections | 5 | | 10-20.83 and 34-18.78 as follows: | 6 | | (105 ILCS 5/10-20.83 new) | 7 | | Sec. 10-20.83. College and career readiness systems. | 8 | | (a) Subject to subsection (c) of this Section, by July 1, | 9 | | 2024, a school district that enrolls students in any of grades | 10 | | 6 through 12 shall adopt and implement a postsecondary and | 11 | | career expectations framework for each of grades 6 through 12 | 12 | | served by the district that substantially aligns to the model | 13 | | framework adopted by State agencies pursuant to Section 15 of | 14 | | the Postsecondary and Workforce Readiness Act. The local | 15 | | postsecondary and career expectations framework shall be | 16 | | available on a prominent location on the school district's |

| 1 | | Internet website. | 2 | | (b) Subject to subsection (c) of this Section, a school | 3 | | district that enrolls students in any of grades 9 through 12 | 4 | | shall become an eligible school district and award College and | 5 | | Career Pathway Endorsements pursuant to the Postsecondary and | 6 | | Workforce Readiness Act and pursuant to the following | 7 | | schedule: | 8 | | (1) for the high school graduating class of 2026, a | 9 | | school district shall offer College and Career Pathway | 10 | | Endorsements in at least one endorsement area; | 11 | | (2) for the high school graduating class of 2028, a | 12 | | school district shall offer College and Career Pathway | 13 | | Endorsements in at least 2 endorsement areas; and | 14 | | (3) for the high school graduating class of 2030, a | 15 | | school district shall offer College and Career Pathway | 16 | | Endorsements in at least 3 endorsement areas. | 17 | | (c) The school board of any school district required to | 18 | | adopt and implement a local postsecondary and career | 19 | | expectations framework and a college and career pathway | 20 | | endorsement system pursuant to this Section may, by action of | 21 | | the board, opt out of implementation of all or any part of this | 22 | | Section through a finding by the board that it has in place | 23 | | alternative systems for college and career readiness and that | 24 | | such systems are more likely than the implementation of the | 25 | | requirements of this Section to successfully prepare students | 26 | | for college and career expectations. | 1 | | report any decision to opt out of implementation to the State | 2 | | Board of Education. | 3 | | (d) The State Board of Education may adopt any rules | 4 | | necessary to implement this Section. | 5 | | (105 ILCS 5/34-18.78 new) | 6 | | Sec. 34-18.78. The school district must report any | 12 | | decision to opt out of implementation to the State Board of | 13 | | Education. | 14 | | (d) The State Board of Education may adopt any rules | 15 | | necessary to implement this Section. | 16 | | Section 10. | 1 | | define activities that school districts, parents, and | 2 | | community-based organizations should support students in | 3 | | completing and related knowledge students should possess by no | 4 | | later than the end of each grade level. The model | 5 | | postsecondary and career expectations must address the | 6 | | following categories:
| 7 | | (1) career exploration and development;
| 8 | | (2) postsecondary institution exploration, | 9 | | preparation, and selection; and
| 10 | | (3) financial aid and financial literacy.
| 11 | | By July 1, 2023, ISBE, ICCB, IBHE, and ISAC, in | 12 | | consultation with appropriate stakeholders, shall jointly | 13 | | adopt and publicize an update to the model postsecondary and | 14 | | career expectations that extends the expectations to grade 6 | 15 | | and includes such other revisions and updates as the agencies | 16 | | deem appropriate. | 17 | | (Source: P.A. 99-674, eff. 7-29-16.)
