AMENDMENT TO HOUSE BILL 3296

2    AMENDMENT NO. ______. Amend House Bill 3296 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The School Code is amended by adding Sections
510-20.83 and 34-18.78 as follows:
 
6    (105 ILCS 5/10-20.83 new)
7    Sec. 10-20.83. College and career readiness systems.
8    (a) Subject to subsection (c) of this Section, by July 1,
92024, a school district that enrolls students in any of grades
106 through 12 shall adopt and implement a postsecondary and
11career expectations framework for each of grades 6 through 12
12served by the district that substantially aligns to the model
13framework adopted by State agencies pursuant to Section 15 of
14the Postsecondary and Workforce Readiness Act. The local
15postsecondary and career expectations framework shall be
16available on a prominent location on the school district's

2    (b) Subject to subsection (c) of this Section, a school
3district that enrolls students in any of grades 9 through 12
4shall become an eligible school district and award College and
5Career Pathway Endorsements pursuant to the Postsecondary and
6Workforce Readiness Act and pursuant to the following
7schedule:
8        (1) for the high school graduating class of 2026, a
9    school district shall offer College and Career Pathway
10    Endorsements in at least one endorsement area;
11        (2) for the high school graduating class of 2028, a
12    school district shall offer College and Career Pathway
13    Endorsements in at least 2 endorsement areas; and
14        (3) for the high school graduating class of 2030, a
15    school district shall offer College and Career Pathway
16    Endorsements in at least 3 endorsement areas.
17    (c) The school board of any school district required to
18adopt and implement a local postsecondary and career
19expectations framework and a college and career pathway
20endorsement system pursuant to this Section may, by action of
21the board, opt out of implementation of all or any part of this
22Section through a finding by the board that it has in place
23alternative systems for college and career readiness and that
24such systems are more likely than the implementation of the
25requirements of this Section to successfully prepare students
26for college and career expectations. A school district must

1report any decision to opt out of implementation to the State
2Board of Education.
3    (d) The State Board of Education may adopt any rules
4necessary to implement this Section.

6    Sec. 34-18.78. College and career readiness systems.
7    (a) Subject to subsection (c) of this Section, by July 1,
82024, the school district shall adopt and implement a
9postsecondary and career expectations framework for each of

11framework adopted by State agencies pursuant to Section 15 of

5    (c) The board of education may, by action of the board, opt
6out of implementation of all or any part of this Section

8systems for college and career readiness and that such systems
9are more likely than the implementation of the requirements of
10this Section to successfully prepare students for college and
11career expectations. The school district must report any
12decision to opt out of implementation to the State Board of
13Education.
14    (d) The State Board of Education may adopt any rules
15necessary to implement this Section.
 
16    Section 10. The Postsecondary and Workforce Readiness Act
17is amended by changing Section 15 as follows:
 
18    (110 ILCS 148/15)
19    Sec. 15. Postsecondary and career expectations. By no
20later than July 1, 2017, ISBE, ICCB, IBHE, and ISAC, in
21consultation with appropriate stakeholders, shall jointly
22adopt and publicize model postsecondary and career
23expectations for public school students in grades 8 through
2412. The model postsecondary and career expectations shall

1define activities that school districts, parents, and
2community-based organizations should support students in
3completing and related knowledge students should possess by no
4later than the end of each grade level. The model
5postsecondary and career expectations must address the
6following categories:
7        (1) career exploration and development;
8        (2) postsecondary institution exploration,
9    preparation, and selection; and
10        (3) financial aid and financial literacy.
11    By July 1, 2023, ISBE, ICCB, IBHE, and ISAC, in
12consultation with appropriate stakeholders, shall jointly
13adopt and publicize an update to the model postsecondary and
14career expectations that extends the expectations to grade 6
15and includes such other revisions and updates as the agencies
16deem appropriate.

18    Section 99. Effective date. This Act takes effect upon
19becoming law.".
