AMENDMENT TO HOUSE BILL 1834

AMENDMENT NO. ______. Amend House Bill 1834 by replacing everything after the enacting clause with the following:

"Section 5. The Unemployment Insurance Act is amended by adding Section 1707 as follows:

(820 ILCS 405/1707 new)

Sec. 1707. Pilot program; cost savings; operational efficiencies.

(a) In this Section, "payroll data provider" means payroll providers, verification companies, and other commercial or non-commercial entities that collect and maintain data regarding employment and income.

(b) In order to achieve cost savings, minimize fraud, and increase unemployment insurance program operational efficiencies, the Department shall participate in a no-cost, 90-day pilot program in which it shall obtain real-time employment and income data (up-to-date, non-modeled employment and income data provided by employers and payroll providers) from a payroll data provider that is also a consumer reporting agency, as defined by the federal Fair Credit Reporting Act.

(c) Upon the pilot program successfully demonstrating cost savings, the Department shall incorporate such real-time employment and income data into its eligibility determination process.".
