Civil Administrative Code of Illinois is | 7 | | amended by changing Section 605-215 as follows: | 8 | | (20 ILCS 605/605-215) | 9 | | Sec. 605-215. Interagency Military Base Support and | 10 | | Economic Development Committee. | 11 | | (a) To coordinate the State's activities on and to act as a | 12 | | communications center for issues relating to current and former | 13 | | military bases in the State, the Interagency Military Base | 14 | | Support and Economic Development Committee is created as an | 15 | | entity within the Office of the Lieutenant Governor: | 16 | | Department. |

| 1 | | (1) To preserve, protect, expand, and attract new | 2 | | military missions, assets, and installations to the State | 3 | | of Illinois. | 4 | | (2) To encourage defense related businesses to expand | 5 | | or relocate to the State of Illinois. | 6 | | (3) To identify emerging trends and support the | 7 | | long-term viability of the military and defense industry in | 8 | | Illinois. | 9 | | (4) To assist Illinois communities who have been or | 10 | | could be impacted by federal Base Realignment and Closure | 11 | | actions or other military realignments. | 12 | | (5) To be an information clearinghouse by providing | 13 | | military installation information and recommendations to | 14 | | enhance the military value of Illinois defense | 15 | | installations to the Governor, General Assembly, | 16 | | congressional delegation, and State and federal government | 17 | | officials. | 18 | | (b) The Committee shall be composed of the following 7 ex | 19 | | officio members or their designees: the Lieutenant Governor, | 20 | | the Director of Commerce and Economic Opportunity, the | 21 | | Secretary of Transportation, the Director of Natural | 22 | | Resources, the Director of the Environmental Protection | 23 | | Agency, the Director of Revenue, and the Adjutant General of | 24 | | the Department of Military Affairs. In addition, 4 members of | 25 | | the General Assembly shall be appointed, one each appointed by | 26 | | the President of the Senate, the Senate Minority Leader, the |

| 1 | | Speaker of the House of Representatives, and the Minority | 2 | | Leader of the House of Representatives. The chair and | 3 | | vice-chairs vice-chair of the committee, in consultation with | 4 | | the full Committee, shall appoint 10 8 public members to serve | 5 | | as representatives from the counties, or adjoining counties, of | 6 | | a current or former military base site as necessary to carry | 7 | | out the work of the Commission. The chair and vice-chairs of | 8 | | the Committee, in consultation with the other members of the | 9 | | Committee, shall also appoint up to 4 members having military | 10 | | veteran or defense industry backgrounds from across the State | 11 | | of Illinois. Additionally, the Adjutant General of the | 12 | | Department of Military Affairs shall also appoint one member | 13 | | who is a military veteran. Public member appointees and | 14 | | military veteran or defense industry appointees shall serve | 15 | | 4-year terms; however, for the initial terms of those members, | 16 | | half of them shall be appointed for terms of 2 years as the | 17 | | Lieutenant Governor shall determine. | 18 | | (c) The Lieutenant Governor shall serve as chair of the | 19 | | Committee, and the Director of Commerce and Economic | 20 | | Opportunity shall serve as a vice-chair and shall oversee the | 21 | | administration of the Committee and its functions. The person | 22 | | appointed by the Adjutant General of the Department of Military | 23 | | Affairs shall also serve as a vice-chair of the Committee. | 24 | | Expenses necessary to carry out the function of the Committee | 25 | | shall be shared among the agencies represented on the Committee | 26 | | pursuant to an interagency agreement and from funds |

| 1 | | appropriated for this purpose or from existing funds within the | 2 | | budgets of those agencies. General Assembly appointees shall | 3 | | serve for the duration of the General Assembly in which the | 4 | | appointee is appointed, but the appointee's term shall expire | 5 | | if the appointee no longer remains a member of that General | 6 | | Assembly. The Committee shall meet not less than quarterly. If | 7 | | an excused absence from a committee meeting is requested by an | 8 | | appointed member, such absence may be granted by the chair of | 9 | | the Committee. Any appointed member of the Committee who has at | 10 | | least 2 unexcused absences in a year shall no longer be a | 11 | | member of the Committee, and his or her replacement shall be | 12 | | appointed in the same manner as the member being replaced for | 13 | | the remainder of that member's current term. | 14 | | (d) Each member of the Committee must request reimbursement | 15 | | from his or her individual agency for actual and necessary | 16 | | expenses incurred while performing his or her duties as a | 17 | | member of the Committee. Public members shall be reimbursed | 18 | | from funds appropriated to the Department for that purpose. | 19 | | (e) The Committee shall provide advice and recommendations | 20 | | to the Department on the following: | 21 | | (1) The formation of a strategic plan for State and | 22 | | local military base retention, realignment, and reuse | 23 | | efforts. | 24 | | (2) The issues impacting current and former military | 25 | | bases in the State, including infrastructure requirements, | 26 | | environmental impact issues, military force structure |

| 1 | | possibilities, tax implications, property considerations, | 2 | | and other issues requiring State agency coordination and | 3 | | support. | 4 | | (3) The status of community involvement and | 5 | | participation in retention, realignment, and reuse efforts | 6 | | and the community support for economic development before | 7 | | and after a military base closing. | 8 | | (4) The State's retention, realignment, and reuse | 9 | | advocacy efforts on the federal level. | 10 | | (5) The development of impact studies concerning the | 11 | | closing of a base on the community, housing, the economy, | 12 | | schools, and other public and private entities, including | 13 | | additional economic development ideas to minimize the | 14 | | impact in the event of the base closing. | 15 | | (6) The development of future economic expansion plans | 16 | | for areas that are subject to closure or realignment.
| 17 | | (f) The Committee, in cooperation with the Department, | 18 | | shall keep the Governor and General Assembly informed | 19 | | concerning the progress of military base retention, | 20 | | realignment, reuse, and economic development efforts in the | 21 | | State. | 22 | | (g) The Committee shall serve as the central information | 23 | | clearinghouse for all military base reuse, retention, and | 24 | | realignment activities. This shall include: (i) serving as a | 25 | | liaison between the State and community organizations that | 26 | | support the long-term viability of military bases; (ii) |

| 1 | | communicating with the State's congressional delegation; and | 2 | | (iii) generally coordinating with the public, governmental | 3 | | bodies, and officials in communicating about the future of | 4 | | military bases in the State.
