1 | | AN ACT concerning State government.
|
2 | | Be it enacted by the People of the State of Illinois, |
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Commerce and Economic |
5 | | Opportunity Law of the
Civil Administrative Code of Illinois is |
6 | | amended by changing Section 605-215 as follows: |
7 | | (20 ILCS 605/605-215) |
8 | | Sec. 605-215. Interagency Military Base Support and |
9 | | Economic Development Committee. |
10 | | (a) To coordinate the State's activities on and to act as a |
11 | | communications center for issues relating to current and former |
12 | | military bases in the State, the Interagency Military Base |
13 | | Support and Economic Development Committee is created as an |
14 | | entity within the Office of the Lieutenant Governor: |
15 | | Department. |
16 | | (1) To preserve, protect, expand, and attract new |
17 | | military missions, assets, and installations to the State |
18 | | of Illinois. |
19 | | (2) To encourage defense related businesses to expand |
20 | | or relocate to the State of Illinois. |
21 | | (3) To identify emerging trends and support the |
22 | | long-term viability of the military and defense industry in |
23 | | Illinois. |

1 | | (4) To assist Illinois communities who have been or |
2 | | could be impacted by Federal Base Realignment and Closure |
3 | | actions or other military realignments. |
4 | | (5) To be an information clearinghouse by providing |
5 | | military installation information and recommendations to |
6 | | enhance the military value of Illinois defense |
7 | | installations to the Governor, General Assembly, |
8 | | congressional delegation, and State and Federal Government |
9 | | officials. |
10 | | (b) The Committee shall be composed of the following 7 ex |
11 | | officio members or their designees: the Lieutenant Governor, |
12 | | the Director of Commerce and Economic Opportunity, the |
13 | | Secretary of Transportation, the Director of Natural |
14 | | Resources, the Director of the Environmental Protection |
15 | | Agency, the Director of Revenue, and the Adjutant General of |
16 | | the Department of Military Affairs. In addition, 4 members of |
17 | | the General Assembly shall be appointed, one each appointed by |
18 | | the President of the Senate, the Senate Minority Leader, the |
19 | | Speaker of the House of Representatives, and the Minority |
20 | | Leader of the House of Representatives. The chair and |
21 | | vice-chairs vice-chair of the committee, in consultation with |
22 | | the full Committee, shall appoint 10 8 public members to serve |
23 | | as representatives from the counties, or adjoining counties, of |
24 | | a current or former military base site as necessary to carry |
25 | | out the work of the Commission. The chair and vice-chairs of |
26 | | the Committee, in consultation with the other members of the |

1 | | Committee, shall also appoint up to 4 members having military |
2 | | veteran or defense industry backgrounds from across the State |
3 | | of Illinois. Additionally, the Adjutant General of the |
4 | | Department of Military Affairs shall also appoint one member |
5 | | who is a military veteran. Public member appointees and |
6 | | military veteran or defense industry appointees shall serve |
7 | | 4-year terms; however, for the initial terms of those members, |
8 | | half of them shall be appointed for terms of 2 years as the |
9 | | Lieutenant Governor shall determine. |
10 | | (c) The Lieutenant Governor shall serve as chair of the |
11 | | Committee, and the Director of Commerce and Economic |
12 | | Opportunity shall serve as a vice-chair and shall oversee the |
13 | | administration of the Committee and its functions. The person |
14 | | appointed by the Adjutant General of the Department of Military |
15 | | Affairs shall also serve as a vice-chair of the Committee. |
16 | | Expenses necessary to carry out the function of the Committee |
17 | | shall be shared among the agencies represented on the Committee |
18 | | pursuant to an interagency agreement and from funds |
19 | | appropriated for this purpose or from existing funds within the |
20 | | budgets of those agencies. General Assembly appointees shall |
21 | | serve for the duration of the General Assembly in which the |
22 | | appointee is appointed, but the appointee's term shall expire |
23 | | if the appointee no longer remains a member of that General |
24 | | Assembly. The Committee shall meet not less than quarterly. If |
25 | | an excused absence from a committee meeting is requested by an |
26 | | appointed member, such absence may be granted by the chair of |

1 | | the Committee. Any appointed member of the Committee who has at |
2 | | least 2 unexcused absences in a year shall no longer be a |
3 | | member of the Committee, and his or her replacement shall be |
4 | | appointed in the same manner as the member being replaced for |
5 | | the remainder of that member's current term. |
6 | | (d) Each member of the Committee must request reimbursement |
7 | | from his or her individual agency for actual and necessary |
8 | | expenses incurred while performing his or her duties as a |
9 | | member of the Committee. Public members shall be reimbursed |
10 | | from funds appropriated to the Department for that purpose. |
11 | | (e) The Committee shall provide advice and recommendations |
12 | | to the Department on the following: |
13 | | (1) The formation of a strategic plan for State and |
14 | | local military base retention, realignment, and reuse |
15 | | efforts. |
16 | | (2) The issues impacting current and former military |
17 | | bases in the State, including infrastructure requirements, |
18 | | environmental impact issues, military force structure |
19 | | possibilities, tax implications, property considerations, |
20 | | and other issues requiring State agency coordination and |
21 | | support. |
22 | | (3) The status of community involvement and |
23 | | participation in retention, realignment, and reuse efforts |
24 | | and the community support for economic development before |
25 | | and after a military base closing. |
26 | | (4) The State's retention, realignment, and reuse |

1 | | advocacy efforts on the federal level. |
2 | | (5) The development of impact studies concerning the |
3 | | closing of a base on the community, housing, the economy, |
4 | | schools, and other public and private entities, including |
5 | | additional economic development ideas to minimize the |
6 | | impact in the event of the base closing. |
7 | | (6) The development of future economic expansion plans |
8 | | for areas that are subject to closure or realignment.

9 | | (f) The Committee, in cooperation with the Department, |
10 | | shall keep the Governor and General Assembly informed |
11 | | concerning the progress of military base retention, |
12 | | realignment, reuse, and economic development efforts in the |
13 | | State. |
14 | | (g) The Committee shall serve as the central information |
15 | | clearinghouse for all military base reuse, retention, and |
16 | | realignment activities. This shall include: (i) serving as a |
17 | | liaison between the State and community organizations that |
18 | | support the long-term viability of military bases; (ii) |
19 | | communicating with the State's congressional delegation; and |
20 | | (iii) generally coordinating with the public, governmental |
21 | | bodies, and officials in communicating about the future of |
22 | | military bases in the State.
