AMENDMENT TO SENATE BILL 2586

2    AMENDMENT NO. ______. Amend Senate Bill 2586 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Specialized Mental Health Rehabilitation
5Act of 2013 is amended by changing Section 1-101.6 as follows:
 
6    (210 ILCS 49/1-101.6)
7    Sec. 1-101.6. Mental health system planning. The General
8Assembly finds the services contained in this Act are necessary
9for the effective delivery of mental health services for the
10citizens of the State of Illinois.
11    The General Assembly also finds that the mental health and
12substance use system in the State requires further review to
13develop additional needed services.
14     To ensure the adequacy of community-based services and to
15offer choice to all individuals with serious mental illness and
16substance use disorders or conditions who choose to live in the

1community, and for whom the community is the appropriate
2setting, but are at risk of institutional care, the Governor's
3Office of Health Innovation and Transformation shall oversee a
4process for (i) identifying needed services in the different
5geographic regions in the State and (ii) identifying the
6financing strategies for developing those needed services.
7Governor shall convene a working group to develop the process
8and procedure for identifying needed services in the different
9geographic regions of the State.
10    The process shall address or examine the need and financing
11strategies for the following:
12        (1) Network adequacy in all 102 counties of the State
13    for: (i) health homes authorized under Section 2703 of the
14    federal Patient Protection and Affordable Care Act; (ii)
15    systems of care for children; (iii) care coordination; and
16    (iv) access to a full continuum of quality care, treatment,
17    services, and supports for persons with serious emotional
18    disturbance, serious mental illness, or substance use
19    disorder.
20        (2) Workforce development for the workforce of
21    community providers of care, treatment, services, and
22    supports for persons with mental health and substance use
23    disorders and conditions.
24        (3) Information technology to manage the delivery of
25    integrated services for persons with mental health and
26    substance use disorders and medical conditions.

1        (4) The needed continuum of statewide community health
2    care, treatment, services, and supports for persons with
3    mental health and substance use disorders and conditions.
4        (5) Reducing health care disparities in access to a
5    continuum of care, care coordination, and engagement in
6    networks.
7    The Governor's Office of Health Innovation and
8Transformation shall include the Division of Alcoholism and
9Substance Abuse and the Division of Mental Health in the
10Department of Human Services, the Department of Healthcare and
11Family Services, the Department of Public Health The Governor
12shall include the Division of Mental Health of the Department
13of Human Services, the Department of Healthcare and Family
14Services, the Department of Public Health, community mental
15health and substance use providers, statewide associations of
16mental health and substance use providers, mental health and
17substance use advocacy groups, and any other entity as deemed
18appropriate for participation in the working groups group.
19    The Department of Human Services shall provide staff and
20support to this working group.

22    Section 99. Effective date. This Act takes effect upon
23becoming law.".
