| 1 | | AN ACT concerning health.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Specialized Mental Health Rehabilitation | 5 | | Act of 2013 is amended by changing Section 1-101.6 as follows: | 6 | | (210 ILCS 49/1-101.6)
| 7 | | Sec. 1-101.6. Mental health system planning. The General | 8 | | Assembly finds the services contained in this Act are necessary | 9 | | for the effective delivery of mental health services for the | 10 | | citizens of the State of Illinois. | 11 | | The General Assembly also finds that the mental health and | 12 | | substance use system in the State requires further review to | 13 | | develop additional needed services. | 14 | | To ensure the adequacy of community-based services and to | 15 | | offer choice to all individuals with serious mental illness and | 16 | | substance use disorders or conditions who choose to live in the | 17 | | community, and for whom the community is the appropriate | 18 | | setting, but are at risk of institutional care, the Governor's | 19 | | Office of Health Innovation and Transformation shall oversee a | 20 | | process for (i) identifying needed services in the different | 21 | | geographic regions in the State and (ii) identifying the | 22 | | financing strategies for developing those needed services. | 23 | | Governor shall convene a working group to develop the process |

| 1 | | and procedure for identifying needed services in the different | 2 | | geographic regions of the State. | 3 | | The process shall address or examine the need and financing | 4 | | strategies for the following: | 5 | | (1) Network adequacy in all 102 counties of the State | 6 | | for: (i) health homes authorized under Section 2703 of the | 7 | | federal Patient Protection and Affordable Care Act; (ii) | 8 | | systems of care for children; (iii) care coordination; and | 9 | | (iv) access to a full continuum of quality care, treatment, | 10 | | services, and supports for persons with serious emotional | 11 | | disturbance, serious mental illness, or substance use | 12 | | disorder. | 13 | | (2) Workforce development for the workforce of | 14 | | community providers of care, treatment, services, and | 15 | | supports for persons with mental health and substance use | 16 | | disorders and conditions. | 17 | | (3) Information technology to manage the delivery of | 18 | | integrated services for persons with mental health and | 19 | | substance use disorders and medical conditions. | 20 | | (4) The needed continuum of statewide community health | 21 | | care, treatment, services, and supports for persons with | 22 | | mental health and substance use disorders and conditions. | 23 | | (5) Reducing health care disparities in access to a | 24 | | continuum of care, care coordination, and engagement in | 25 | | networks. | 26 | | The Governor's Office of Health Innovation and |

| 1 | | Transformation shall include the Division of Alcoholism and | 2 | | Substance Abuse and the Division of Mental Health in the | 3 | | Department of Human Services, the Department of Healthcare and | 4 | | Family Services, the Department of Public Health The Governor | 5 | | shall include the Division of Mental Health of the Department | 6 | | of Human Services, the Department of Healthcare and Family | 7 | | Services, the Department of Public Health , community mental | 8 | | health and substance use providers, statewide associations of | 9 | | mental health and substance use providers, mental health and | 10 | | substance use advocacy groups, and any other entity as deemed | 11 | | appropriate for participation in the process of identifying | 12 | | needed services and financing strategies as described in this | 13 | | Section working group . | 14 | | The Office of Health Innovation and Transformation shall | 15 | | report its findings and recommendations to the General Assembly | 16 | | by July 1, 2015. | 17 | | This Section is repealed on July 1, 2016. | 18 | | The Department of Human Services shall provide staff and | 19 | | support to this working group.
