1 AMENDMENT TO SENATE BILL 3716
2     AMENDMENT NO. ______. Amend Senate Bill 3716 by replacing
3 everything after the enacting clause with the following:

4     "Section 5. The Illinois Vehicle Code is amended by adding
5 Section 15-117 as follows:

6     (625 ILCS 5/15-117 new)
7     Sec. 15-117. Global Positioning System Technology and the
8 Designated Truck Route System Task Force.
9     (a) A Global Positioning System Technology and the
10 Designated Truck Route System Task Force shall be appointed to
11 study and make recommendations for statutory change.
12     (b) The Task Force shall study advances in and utilization
13 of Global Positioning System (GPS) technology relating to
14 routing information for commercial vehicles. The Task Force
15 shall also study the implementation and compliance with the
16 Designated Truck Route System under Section 15-116 of this

1 Code.
2     (c) The Task Force shall be composed of the following
3 members, who shall serve without pay:
4         (1) one member of the Senate appointed by the President
5     of the Senate;
6         (2) one member of the Senate appointed by the Minority
7     Leader of the Senate;
8         (3) one member of the House of Representatives
9     appointed by the Speaker of the House of Representatives;
10         (4) one member of the House of Representatives
11     appointed by the Minority Leader of the House of
12     Representatives;
13         (5) the Secretary of the Illinois Department of
14     Transportation or his or her designee;
15         (6) one member representing the global positioning
16     system technology industry appointed by the President of
17     the Senate;
18         (7) one member representing the commercial trucking
19     industry appointed by the Minority Leader of the Senate;
20         (8) one member representing a unit of county government
21     appointed by the Speaker of the House of Representatives;
22     and
23         (9) one member representing a unit of municipal
24     government appointed by the Minority Leader of the House of
25     Representatives.
26     The members shall select a chairperson from among

1 themselves.
2     (d) The Task Force shall meet within 60 days of the
3 effective date of this amendatory Act of the 96th General
4 Assembly and meet at least 2 additional times before December
5 31, 2010. Staff support services may be provided to the Task
6 Force by the Illinois Department of Transportation and
7 appropriate legislative staff.
8     (e) The Task Force shall submit to the Governor and General
9 Assembly a report of its findings and recommendations for
10 legislative action necessary to accomplish one or more of the
11 following goals: (1) improving public traffic safety, (2)
12 preserving roadway infrastructure, (3) addressing advances in
13 GPS technology relating to truck routing, and (4) producing an
14 accurate statewide designated truck route system through
15 effective enforcement of Section 15-116 of this Code. The Task
16 Force report must be submitted no later than January 1, 2011.
17 The activities of the Task Force shall conclude no later than
18 January 31, 2011.

19     Section 99. Effective date. This Act takes effect upon
20 becoming law.".
