AMENDMENT TO SENATE BILL 3716

    AMENDMENT NO. ______. Amend Senate Bill 3716 on page 2, by

inserting below line 2 the following:

    "(c) A law enforcement officer observing a violation of 
5
subsection (b) of this Section shall issue the person a 
6
