SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Taxi Safety Act of 2007. Requires certain information to be posted in each taxicab. Provides that, if a taxi driver collides with a pedestrian while operating a taxicab, resulting in bodily injury, then any responding law enforcement officers must test the taxi driver for drug and alcohol use. Preempts home rule powers.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the Taxi
5 Safety Act of 2007.
 
6     Section 5. Requirements for the operation of taxicabs.
7     (a) The taxi driver's picture and any license or
8 registration number must be posted in a visible location in
9 each cab.
10     (b) There must be posted in a visible location in each
11 taxicab a telephone number for a passenger to call to if the
12 taxi driver is operating the taxicab in a reckless manner. Law
13 enforcement officers must respond to stop any taxicab if a
14 passenger calls from inside that taxicab.
15     (c) If a taxi driver collides with a pedestrian while
16 operating a taxicab, resulting in bodily injury, then any
17 responding law enforcement officers must test the taxi driver
18 for drug and alcohol use.
 
19     Section 20. Home rule. A home rule unit may not regulate
20 the operation of taxicabs in a manner that is less restrictive
21 than the regulation by the State of the operation of taxicabs
22 under this Act. This Section is a limitation under subsection

3 functions exercised by the State.
