HOUSE RESOLUTION

 
2     WHEREAS, The Governor issued Executive Order No. 6 in July
3 2005 establishing the Illinois Regenerative Medicine Institute
4 (IRMI) under the Department of Public Health to provide grants
5 to entities that engage in stem cell research; and
 
6     WHEREAS, The Fiscal Year 2006 budget included an
7 appropriation of $10 million to the Department of Public Health
8 to award these grants; and
 
9     WHEREAS, The Governor further bypassed the legislative
10 process and the rulemaking process by amending his Executive
11 Order No. 6 in February to provide the Department of Public
12 Health with the power to implement the Institute, outlined the
13 functions of IRMI, and established requirements and conditions
14 for grantees; and
 
15     WHEREAS, The Governor's amended Executive Order was
16 published in the Illinois Register on February 24th in lieu of
17 Department rules; and
 
18     WHEREAS, The Department of Public Health has since
19 established the new Institute and is currently considering
20 grant applications that were due to the Department on March
21 17th; and
 
22     WHEREAS, The Department anticipates awarding grants to
23 eligible entities on April 17th; and
 
24     WHEREAS, The Governor, in his proposed budget for Fiscal
25 Year 2007, is seeking a $15 million appropriation from Tobacco
26 Settlement monies for IRMI; and
 
27     WHEREAS, The Governor has further stated that he
28 anticipates increasing this base appropriation by $2.5 million

1 each year for the next 5 years in order to provide the
2 Institute with an appropriation of $100 million by Fiscal Year
3 2011; therefore, be it
 
4     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
5 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
6 we require the Governor and the Department of Public Health to
7 provide full disclosure of how the current appropriations for
8 the Institute are being spent; and be it further
 
9     RESOLVED, That the Governor and the Department of Public
10 Health, upon awarding the grants, disclose all information
11 regarding the grantees, the process by which these grantees
12 were selected, as well as the information on those grant
13 applications that were rejected and the reasons why those
14 applications were rejected; and be it further
 
15     RESOLVED, That the Governor and the Department disclose any
16 and all other information pertinent to the status and operation
17 of the Institute, including, but not limited to, the oversight
18 and reporting processes in place; and be it further
 
19     RESOLVED, That any future appropriation made to the
20 Department for the purposes of the Institute must be approved
21 by the General Assembly as a stand alone appropriation; and be
22 it further
 
23     RESOLVED, That a suitable copy of this Resolution be
24 presented to the Governor and the Director of Public Health.
