AMENDMENT TO HOUSE RESOLUTION 1151

2     AMENDMENT NO. ___. Amend House Resolution 1151 by replacing
3 lines 2 through 28 on page 1 and all of page 2 with the
4 following:
 
5     "WHEREAS, The Governor issued Executive Order No. 6 in July
6 2005 establishing the Illinois Regenerative Medicine Institute
7 (IRMI) under the Department of Public Health to provide grants
8 to entities that engage in stem cell research; and
 
9     WHEREAS, The Fiscal Year 2006 budget included an
10 appropriation of $10 million to the Department of Public Health
11 to award these grants; and
 
12     WHEREAS, The Governor amended his Executive Order No. 6 in
13 February to provide the Department of Public Health with the
14 power to implement the Institute, outlined the functions of
15 IRMI, and established requirements and conditions for
16 grantees; and
 
17     WHEREAS, The Governor's amended Executive Order was
18 published in the Illinois Register on February 24th in lieu of
19 Department rules; and
 
20     WHEREAS, The Department of Public Health has since
21 established the new Institute and awarded grants to eligible

1 entities on April 24th; and
 
2     WHEREAS, The Governor, in his proposed budget for Fiscal
3 Year 2007, is seeking a $15 million appropriation from Tobacco
4 Settlement monies for IRMI; and
 
5     WHEREAS, The Governor has further stated that it is his
6 desire to increase this base appropriation by $2.5 million each
7 year for the next 5 years in order to provide the Institute
8 with an appropriation of $100 million by Fiscal Year 2011;
9 therefore, be it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
12 we urge the Governor and the Department of Public Health to
13 provide full disclosure of how the current appropriations for
14 the Institute are being spent; and be it further
 
15     RESOLVED, That we urge the Governor and the Department of
16 Public Health, upon awarding the grants, to disclose all
17 information regarding the grantees, the process by which these
18 grantees were selected, as well as the information on those
19 grant applications that were rejected and the reasons why those
20 applications were rejected; and be it further
 
21     RESOLVED, That we urge the Governor and the Department to
22 disclose any and all other information pertinent to the status
23 and operation of the Institute, including, but not limited to,
24 the oversight and reporting processes in place; and be it
25 further
 
26     RESOLVED, That a suitable copy of this Resolution be
27 presented to the Governor and the Director of Public Health.".
