The sum of $1,500,000, or so much thereof as 16 may be necessary, is appropriated from the General Revenue 17 Fund to the Board of Higher Education for a grant for the 18 University Center of Lake County. 19 Section 28. The sum of $11,000,000, or so much thereof 20 as may be necessary, is appropriated from the Capital 21 Development Fund to the Board of Higher Education for land, 22 planning, remodeling, construction, and all costs necessary 23 for providing educational facilities for the University 24 Center of Lake County. 25 Section 30. The amount of $15,000,000, or so much 26 thereof as may be necessary and remains unexpended at the 27 close of business on June 30, 1999, from an appropriation 28 heretofore made for such purpose in Section 30 of Article 14 29 of Public Act 90-585, is reappropriated from the Capital 30 Development Fund to the Board of Higher Education for -4- LRB9105707NTsbam02 1 distribution as grants authorized by the Higher Education 2 Cooperation Act to support a statewide 3 telecommunications-based instructional delivery system. No 4 grants shall be made from the appropriation made in this 5 Section until after the amount has been approved in writing 6 by the Governor. 7 Section 35. The sum of $7,000,000, or so much thereof as 8 may be necessary, is appropriated from the General Revenue 9 Fund to the Board of Higher Education for distribution as 10 incentive grants to Illinois higher education institutions in 11 the competition for external grants and contracts. 12 Section 40. The sum of $16,649,600, or so much thereof 13 as may be necessary, is appropriated from the General Revenue 14 Fund to the Board of Higher Education for distribution as 15 grants authorized by Section 3 of the Illinois Financial 16 Assistance Act for Nonpublic Institutions of Higher Learning. 17 Section 45. The sum of $4,000,000, or so much thereof as 18 may be necessary, is appropriated from the Education 19 Assistance Fund to the Board of Higher Education for 20 distribution as grants authorized by Section 3 of the 21 Illinois Financial Assistance Act for Nonpublic Institutions 22 of Higher Learning. 23 Section 47. The sum of $500,000, or so much thereof as 24 may be necessary, is appropriated from the Education 25 Assistance Fund to the Board of Higher Education for 26 distribution as information technology initiative grants as 27 authorized by Section 6 of the Illinois Financial Assistance 28 Act for Nonpublic Institutions of Higher Learning. 29 Section 50. The sum of $2,800,000, or so much thereof as 22 may be necessary, is appropriated from the General Revenue 23 Fund to the Board of Higher Education for distribution as 24 engineering equipment grants authorized by Section 9.13 of 25 the Board of Higher Education Act. 26 Section 65. The sum of $2,900,000, or so much thereof as 27 may be necessary, is appropriated from the Higher Education 28 Title II Fund to the Board of Higher Education for grants 29 from funds provided under the Dwight D. The sum of $3,445,000, or so much thereof as 2 may be necessary, is appropriated from the General Revenue 3 Fund to the Department of Public Health for distribution of 4 medical education scholarships authorized by an Act to 5 provide grants for family practice residency programs and 6 medical student scholarships through the Illinois Department 7 of Public Health. 8 Section 75. The sum of $1,700,000, or so much thereof as 9 may be necessary, is appropriated from the General Revenue 10 Fund to the Board of Higher Education for distribution as 11 grants authorized by the Illinois Consortium for Educational 12 Opportunity Act. 13 Section 80. The sum of $25,000, or so much thereof as 14 may be necessary, is appropriated from the Education 15 Assistance Fund to the Board of Higher Education for the 16 Illinois Occupational Information Coordinating Committee. 17 Section 85. The sum of $2,450,000, or so much thereof as 18 may be necessary, is appropriated from the General Revenue 19 Fund to the Board of Higher Education for distribution as 20 grants for Cooperative Work Study Programs to institutions of 21 higher education. 22 Section 87. The sum of $15,000,000, or so much thereof 23 as may be necessary, is appropriated from the Education 24 Assistance Fund to the Board of Higher Education for costs 25 related to the Illinois Century Network backbone, costs for 26 connecting colleges and universities to the backbone, and 27 costs for connecting the LincOn Network to the backbone. 28 Section 88. The sum of $441,400, or so much thereof as 32 may be necessary and remains unexpended at the close of 33 business on June 30, 1999, from an appropriation heretofore -9- LRB9105707NTsbam02 1 made for such purpose in Article 14, Section 110 of Public 2 Act 90-585, is reappropriated from the Capital Development 3 Fund to the Board of Trustees of Eastern Illinois University 4 for technology infrastructure improvements at Eastern 5 Illinois University. No contract shall be entered into or 6 obligation incurred for any expenditures from the 7 appropriation made in this Section until after the purposes 8 and amounts have been approved in writing by the Governor. 9 Section 115. The sum of $221,800, or so much thereof as 10 may be necessary and remains unexpended at the close of 11 business on June 30, 1999, from an appropriation heretofore 12 made for such purpose in Article 14, Section 115 of Public 13 Act 90-585, is reappropriated from the Capital Development 14 Fund to the Board of Trustees of Governors State University 15 for technology infrastructure improvements at Governors State 16 University. No contract shall be entered into or obligation 17 incurred for any expenditures from the appropriation made in 18 this Section until after the purposes and amounts have been 19 approved in writing by the Governor. 20 Section 120. The sum of $620,100, or so much thereof as 21 may be necessary and remains unexpended at the close of 22 business on June 30, 1999, from an appropriation heretofore 23 made for such purpose in Article 14, Section 120 of Public 24 Act 90-585, is reappropriated from the Capital Development 25 Fund to the Board of Trustees of Illinois State University 26 for technology infrastructure improvements at Illinois State 27 University. No contract shall be entered into or obligation 28 incurred for any expenditures from the appropriation made in 29 this Section until after the purposes and amounts have been 30 approved in writing by the Governor. 31 Section 125. The sum of $324,000, or so much thereof as -10- LRB9105707NTsbam02 1 may be necessary and remains unexpended at the close of 2 business on June 30, 1999, from an appropriation heretofore 3 made for such purpose in Article 14, Section 125 of Public 4 Act 90-585, is reappropriated from the Capital Development 5 Fund to the Board of Trustees of Northeastern Illinois 6 University for technology infrastructure improvements at 7 Northeastern Illinois University. No contract shall be 8 entered into or obligation incurred for any expenditures from 9 the appropriation made in this Section until after the 10 purposes and amounts have been approved in writing by the 11 Governor. 12 Section 130. The sum of $649,900, or so much thereof as 13 may be necessary and remains unexpended at the close of 14 business on June 30, 1999, from an appropriation heretofore 15 made for such purpose in Article 14, Section 130 of Public 16 Act 90-585, is reappropriated from the Capital Development 17 Fund to the Board of Trustees of Northern Illinois University 18 for technology infrastructure improvements at Northern 19 Illinois University. No contract shall be entered into or 20 obligation incurred for any expenditures from the 21 appropriation made in this Section until after the purposes 22 and amounts have been approved in writing by the Governor. 23 Section 135. The sum of $424,400, or so much thereof as 24 may be necessary and remains unexpended at the close of 25 business on June 30, 1999, from an appropriation heretofore 26 made for such purpose in Article 14, Section 135 of Public 27 Act 90-585, is reappropriated from the Capital Development 28 Fund to the Board of Trustees of Western Illinois University 29 for technology infrastructure improvements at Western 30 Illinois University. No contract shall be entered into or 31 obligation incurred for any expenditures from the 32 appropriation made in this Section until after the purposes -11- LRB9105707NTsbam02 1 and amounts have been approved in writing by the Governor. 2 Section 140. The sum of $1,014,700, or so much thereof 3 as may be necessary and remains unexpended at the close of 4 business on June 30, 1999, from an appropriation heretofore 5 made for such purpose in Article 14, Section 140 of Public 6 Act 90-585, is reappropriated from the Capital Development 7 Fund to the Board of Trustees of Southern Illinois University 8 for technology infrastructure improvements at Southern 9 Illinois University. No contract shall be entered into or 10 obligation incurred for any expenditures from the 11 appropriation made in this Section until after the purposes 12 and amounts have been approved in writing by the Governor. 13 Section 145. The sum of $2,148,300, or so much thereof 14 as may be necessary and remains unexpended at the close of 15 business on June 30, 1999, from an appropriation heretofore 16 made for such purpose in Article 14, Section 145 of Public 17 Act 90-585, is reappropriated from the Capital Development 18 Fund to the Board of Trustees of the University of Illinois 19 for technology infrastructure improvements at the University 20 of Illinois. No contract shall be entered into or obligation 21 incurred for any expenditures from the appropriation made in 22 this Section until after the purposes and amounts have been 23 approved in writing by the Governor. 24 Section 150. The sum of $8,857,100 or so much thereof as 25 may be necessary and remains unexpended at the close of 26 business on June 30, 1999, from an appropriation heretofore 27 made for such purpose in Article 14, Section 150 of Public 28 Act 90-585, is reappropriated from the Capital Development 29 Fund to the Illinois Community College Board for distribution 30 as grants to community colleges for technology infrastructure 31 improvements. No contract shall be entered into or obligation -12- LRB9105707NTsbam02 1 incurred for any expenditures from the appropriation made in 2 this Section until after the purposes and amounts have been 3 approved in writing by the Governor. 4 Section 155. The sum of $201,100, or so much thereof as 5 may be necessary and remains unexpended at the close of 6 business on June 30, 1999, from an appropriation heretofore 7 made for such purpose in Article 14, Section 155 of Public 8 Act 90-585, is reappropriated from the Capital Development 9 Fund to the Board of Trustees of Chicago State University for 10 technology infrastructure improvements at Chicago State 11 University. No contract shall be entered into or obligation 12 incurred for any expenditures from the appropriation made in 13 this Section until after the purposes and amounts have been 14 approved in writing by the Governor. 15 Section 160. The sum of $290,100, or so much thereof as 16 may be necessary and remains unexpended at the close of 17 business on June 30, 1999, from an appropriation heretofore 18 made for such purpose in Article 14, Section 160 of Public 19 Act 90-585, is reappropriated from the Capital Development 20 Fund to the Board of Trustees of Eastern Illinois University 21 for technology infrastructure improvements at Eastern 22 Illinois University. No contract shall be entered into or 23 obligation incurred for any expenditures from the 24 appropriation made in this Section until after the purposes 25 and amounts have been approved in writing by the Governor. 26 Section 165. The sum of $143,600, or so much thereof as 27 may be necessary and remains unexpended at the close of 28 business on June 30, 1999, from an appropriation heretofore 29 made for such purpose in Article 14, Section 165 of Public 30 Act 90-585, is reappropriated from the Capital Development 31 Fund to the Board of Trustees of Governors State University 32 for technology infrastructure improvements at Governors State -13- LRB9105707NTsbam02 1 University. No contract shall be entered into or obligation 2 incurred for any expenditures from the appropriation made in 3 this Section until after the purposes and amounts have been 4 approved in writing by the Governor. 5 Section 170. The sum of $403,600, or so much thereof as 6 may be necessary and remains unexpended at the close of 7 business on June 30, 1999, from an appropriation heretofore 8 made for such purpose in Article 14, Section 170 of Public 9 Act 90-585, is reappropriated from the Capital Development 10 Fund to the Board of Trustees of Illinois State University 11 for technology infrastructure improvements at Illinois State 12 University. No contract shall be entered into or obligation 13 incurred for any expenditures from the appropriation made in 14 this Section until after the purposes and amounts have been 15 approved in writing by the Governor. 16 Section 175. The sum of $213,100, or so much thereof as 17 may be necessary and remains unexpended at the close of 18 business on June 30, 1999, from an appropriation heretofore 19 made for such purpose in Article 14, Section 175 of Public 20 Act 90-585, is reappropriated from the Capital Development 21 Fund to the Board of Trustees of Northeastern Illinois 22 University for technology infrastructure improvements at 23 Northeastern Illinois University. No contract shall be 24 entered into or obligation incurred for any expenditures from 25 the appropriation made in this Section until after the 26 purposes and amounts have been approved in writing by the 27 Governor. 28 Section 185. The sum of $281,700, or so much thereof as 29 may be necessary and remains unexpended at the close of 30 business on June 30, 1999, from an appropriation heretofore 31 made for such purpose in Article 14, Section 185 of Public -14- LRB9105707NTsbam02 1 Act 90-585, is reappropriated from the Capital Development 2 Fund to the Board of Trustees of Western Illinois University 3 for technology infrastructure improvements at Western 4 Illinois University. No contract shall be entered into or 5 obligation incurred for any expenditures from the 6 appropriation made in this Section until after the purposes 7 and amounts have been approved in writing by the Governor. 8 Section 190. The sum of $665,100, or so much thereof as 9 may be necessary and remains unexpended at the close of 10 business on June 30, 1999, from an appropriation heretofore 11 made for such purpose in Article 14, Section 190 of Public 12 Act 90-585, is reappropriated from the Capital Development 13 Fund to the Board of Trustees of Southern Illinois University 14 for technology infrastructure improvements at Southern 15 Illinois University. No contract shall be entered into or 16 obligation incurred for any expenditures from the 17 appropriation made in this Section until after the purposes 18 and amounts have been approved in writing by the Governor. 19 Section 195. The sum of $1,393,400, or so much thereof 20 as may be necessary and remains unexpended at the close of 21 business on June 30, 1999, from an appropriation heretofore 22 made for such purpose in Article 14, Section 195 of Public 23 Act 90-585, is reappropriated from the Capital Development 24 Fund to the Board of Trustees of the University of Illinois 25 for technology infrastructure improvements at the University 26 of Illinois. No contract shall be entered into or obligation 27 incurred for any expenditures from the appropriation made in 28 this Section until after the purposes and amounts have been 29 approved in writing by the Governor. 30 Section 200. The sum of $5,975,800, or so much thereof 31 as may be necessary and remains unexpended at the close of -15- LRB9105707NTsbam02 1 business on June 30, 1999, from an appropriation heretofore 2 made for such purpose in Article 14, Section 200 of Public 3 Act 90-585, is reappropriated from the Capital Development 4 Fund to the Illinois Community College Board for distribution 5 as grants to community colleges for technology infrastructure 6 improvements. No contract shall be entered into or obligation 7 incurred for any expenditures from the appropriation made in 8 this Section until after the purposes and amounts have been 9 approved in writing by the Governor. 10 Section 999. Effective date. This Act takes effect July 11 1, 1999.".
