The following named amount, or so much 32 thereof as may be necessary, is appropriated from the -3- LRB9105707EGfgA 1 Education Assistance Fund to the Board of Higher Education 2 for distribution as grants authorized by the Higher Education 3 Cooperation Act: 4 Minority Recruitment, Retention, 5 and Educational Achievement................... $ 4,300,100 6 Total $4,300,100 7 Section 27. The sum of $2,000,000, or so much thereof as 8 may be necessary, is appropriated from the General Revenue 9 Fund to the Board of Higher Education for a grant for the 10 University Center of Lake County. 11 Section 30. The amount of $15,000,000, or so much 12 thereof as may be necessary and remains unexpended at the 13 close of business on June 30, 1999, from an appropriation 14 heretofore made for such purpose in Section 30 of Article 14 15 of Public Act 90-585, is appropriated from the Capital 16 Development Fund to the Board of Higher Education for 17 distribution as grants authorized by the Higher Education 18 Cooperation Act to support a statewide 19 telecommunications-based instructional delivery system. No 20 grants shall be made from the appropriation made in this 21 Section until after the amount has been approved in writing 22 by the Governor. 23 Section 35. The sum of $10,000,000, or so much thereof 24 as may be necessary, is appropriated from the General Revenue 25 Fund to the Board of Higher Education for distribution as 26 incentive grants to Illinois higher education institutions in 27 the competition for external grants and contracts. 28 Section 40. The sum of $17,828,500, or so much thereof 29 as may be necessary, is appropriated from the General Revenue 30 Fund to the Board of Higher Education for distribution as -4- LRB9105707EGfgA 1 grants authorized by Section 3 of the Illinois Financial 2 Assistance Act for Nonpublic Institutions of Higher Learning. 3 Section 45. The sum of $3,021,100, or so much thereof as 4 may be necessary, is appropriated from the Education 5 Assistance Fund to the Board of Higher Education for 6 distribution as grants authorized by Section 3 of the 7 Illinois Financial Assistance Act for Nonpublic Institutions 8 of Higher Learning. 9 Section 47. The sum of $1,000,000, or so much thereof as 10 may be necessary, is appropriated from the Education 11 Assistance Fund to the Board of Higher Education for 12 distribution as information technology initiative grants as 13 authorized by Section 6 of the Illinois Financial Assistance 14 Act for Nonpublic Institutions of Higher Learning. 15 Section 50. The sum of $3,000,000, or so much thereof as 7 may be necessary, is appropriated from the General Revenue 8 Fund to the Board of Higher Education for distribution as 9 engineering equipment grants authorized by Section 9.13 of 10 the Board of Higher Education Act. 11 Section 65. The sum of $2,900,000, or so much thereof as 12 may be necessary, is appropriated from the Higher Education 13 Title II Fund to the Board of Higher Education for grants 14 from funds provided under the Dwight D. Eisenhower 15 Professional Development Program. 16 Section 70. The sum of $3,445,000, or so much thereof as 17 may be necessary, is appropriated from the General Revenue 18 Fund to the Department of Public Health for distribution of 19 medical education scholarships authorized by an Act to 20 provide grants for family practice residency programs and 21 medical student scholarships through the Illinois Department 22 of Public Health. 23 Section 75. The sum of $1,700,000, or so much thereof as 24 may be necessary, is appropriated from the General Revenue 25 Fund to the Board of Higher Education for distribution as 26 grants authorized by the Illinois Consortium for Educational 27 Opportunity Act. 28 Section 80. The sum of $25,000, or so much thereof as 29 may be necessary, is appropriated from the Education -6- LRB9105707EGfgA 1 Assistance Fund to the Board of Higher Education for the 2 Illinois Occupational Information Coordinating Committee. 3 Section 85. The sum of $2,700,000, or so much thereof as 4 may be necessary, is appropriated from the General Revenue 5 Fund to the Board of Higher Education for distribution as 6 grants for Cooperative Work Study Programs to institutions of 7 higher education. 8 Section 87. The sum of $15,000,000, or so much thereof 9 as may be necessary, is appropriated from the General Revenue 10 Fund to the Board of Higher Education for costs related to 11 the Illinois Century Network backbone, costs for connecting 12 colleges and universities to the backbone, and costs for 13 connecting the LincOn Network to the backbone. 14 Section 88. The sum of $750,000, or so much thereof as 15 may be necessary, is appropriated from the General Revenue 16 Fund to the Board of Higher Education for graduation 17 incentives grants. 18 Section 90. The sum of $298,300, or so much thereof as 2 may be necessary and remains unexpended at the close of 3 business on June 30, 1999, from an appropriation heretofore 4 made for such purpose in Article 14, Section 105 of Public 5 Act 90-585, is reappropriated from the Capital Development 6 Fund to the Board of Trustees of Chicago State University for 7 technology infrastructure improvements at Chicago State 8 University. No contract shall be entered into or obligation 9 incurred for any expenditures from the appropriation made in 10 this Section until after the purposes and amounts have been 11 approved in writing by the Governor. 12 Section 107. The sum of $11,000,000, or so much thereof 13 as may be necessary, is appropriated from the Capital 14 Development Fund to the Board of Higher Education for a grant 15 for the planning and construction of educational facilities 16 for the University Center of Lake County. 17 Section 110. The sum of $441,400, or so much thereof as 18 may be necessary and remains unexpended at the close of 19 business on June 30, 1999, from an appropriation heretofore 20 made for such purpose in Article 14, Section 110 of Public 21 Act 90-585, is reappropriated from the Capital Development 22 Fund to the Board of Trustees of Eastern Illinois University 23 for technology infrastructure improvements at Eastern 24 Illinois University. No contract shall be entered into or 25 obligation incurred for any expenditures from the 26 appropriation made in this Section until after the purposes 27 and amounts have been approved in writing by the Governor. 28 Section 115. The sum of $221,800, or so much thereof as 29 may be necessary and remains unexpended at the close of 30 business on June 30, 1999, from an appropriation heretofore 31 made for such purpose in Article 14, Section 115 of Public 32 Act 90-585, is reappropriated from the Capital Development -9- LRB9105707EGfgA 1 Fund to the Board of Trustees of Governors State University 2 for technology infrastructure improvements at Governors State 3 University. No contract shall be entered into or obligation 4 incurred for any expenditures from the appropriation made in 5 this Section until after the purposes and amounts have been 6 approved in writing by the Governor. 7 Section 120. The sum of $620,100, or so much thereof as 8 may be necessary and remains unexpended at the close of 9 business on June 30, 1999, from an appropriation heretofore 10 made for such purpose in Article 14, Section 120 of Public 11 Act 90-585, is reappropriated from the Capital Development 12 Fund to the Board of Trustees of Illinois State University 13 for technology infrastructure improvements at Illinois State 14 University. No contract shall be entered into or obligation 15 incurred for any expenditures from the appropriation made in 16 this Section until after the purposes and amounts have been 17 approved in writing by the Governor. 18 Section 125. The sum of $324,000, or so much thereof as 19 may be necessary and remains unexpended at the close of 20 business on June 30, 1999, from an appropriation heretofore 21 made for such purpose in Article 14, Section 125 of Public 22 Act 90-585, is reappropriated from the Capital Development 23 Fund to the Board of Trustees of Northeastern Illinois 24 University for technology infrastructure improvements at 25 Northeastern Illinois University. No contract shall be 26 entered into or obligation incurred for any expenditures from 27 the appropriation made in this Section until after the 28 purposes and amounts have been approved in writing by the 29 Governor. 30 Section 130. The sum of $649,900, or so much thereof as 31 may be necessary and remains unexpended at the close of -10- LRB9105707EGfgA 1 business on June 30, 1999, from an appropriation heretofore 2 made for such purpose in Article 14, Section 130 of Public 3 Act 90-585, is reappropriated from the Capital Development 4 Fund to the Board of Trustees of Northern Illinois University 5 for technology infrastructure improvements at Northern 6 Illinois University. No contract shall be entered into or 7 obligation incurred for any expenditures from the 8 appropriation made in this Section until after the purposes 9 and amounts have been approved in writing by the Governor. 10 Section 135. The sum of $424,400, or so much thereof as 11 may be necessary and remains unexpended at the close of 12 business on June 30, 1999, from an appropriation heretofore 13 made for such purpose in Article 14, Section 135 of Public 14 Act 90-585, is reappropriated from the Capital Development 15 Fund to the Board of Trustees of Western Illinois University 16 for technology infrastructure improvements at Western 17 Illinois University. No contract shall be entered into or 18 obligation incurred for any expenditures from the 19 appropriation made in this Section until after the purposes 20 and amounts have been approved in writing by the Governor. 21 Section 140. The sum of $1,014,700, or so much thereof 22 as may be necessary and remains unexpended at the close of 23 business on June 30, 1999, from an appropriation heretofore 24 made for such purpose in Article 14, Section 140 of Public 25 Act 90-585, is reappropriated from the Capital Development 26 Fund to the Board of Trustees of Southern Illinois University 27 for technology infrastructure improvements at Southern 28 Illinois University. No contract shall be entered into or 29 obligation incurred for any expenditures from the 30 appropriation made in this Section until after the purposes 31 and amounts have been approved in writing by the Governor. -11- LRB9105707EGfgA 1 Section 145. The sum of $2,148,300, or so much thereof 2 as may be necessary and remains unexpended at the close of 3 business on June 30, 1999, from an appropriation heretofore 4 made for such purpose in Article 14, Section 145 of Public 5 Act 90-585, is reappropriated from the Capital Development 6 Fund to the Board of Trustees of the University of Illinois 7 for technology infrastructure improvements at the University 8 of Illinois. No contract shall be entered into or obligation 9 incurred for any expenditures from the appropriation made in 10 this Section until after the purposes and amounts have been 11 approved in writing by the Governor. 12 Section 150. The sum of $8,857,100 or so much thereof as 13 may be necessary and remains unexpended at the close of 14 business on June 30, 1999, from an appropriation heretofore 15 made for such purpose in Article 14, Section 150 of Public 16 Act 90-585, is reappropriated from the Capital Development 17 Fund to the Illinois Community College Board for distribution 18 as grants to community colleges for technology infrastructure 19 improvements. No contract shall be entered into or obligation 20 incurred for any expenditures from the appropriation made in 21 this Section until after the purposes and amounts have been 22 approved in writing by the Governor. 23 Section 155. The sum of $201,100, or so much thereof as 24 may be necessary and remains unexpended at the close of 25 business on June 30, 1999, from an appropriation heretofore 26 made for such purpose in Article 14, Section 155 of Public 27 Act 90-585, is reappropriated from the Capital Development 28 Fund to the Board of Trustees of Chicago State University for 29 technology infrastructure improvements at Chicago State 30 University. No contract shall be entered into or obligation 31 incurred for any expenditures from the appropriation made in 32 this Section until after the purposes and amounts have been -12- LRB9105707EGfgA 1 approved in writing by the Governor. 2 Section 160. The sum of $290,100, or so much thereof as 3 may be necessary and remains unexpended at the close of 4 business on June 30, 1999, from an appropriation heretofore 5 made for such purpose in Article 14, Section 160 of Public 6 Act 90-585, is reappropriated from the Capital Development 7 Fund to the Board of Trustees of Eastern Illinois University 8 for technology infrastructure improvements at Eastern 9 Illinois University. No contract shall be entered into or 10 obligation incurred for any expenditures from the 11 appropriation made in this Section until after the purposes 12 and amounts have been approved in writing by the Governor. 13 Section 165. The sum of $143,600, or so much thereof as 14 may be necessary and remains unexpended at the close of 15 business on June 30, 1999, from an appropriation heretofore 16 made for such purpose in Article 14, Section 165 of Public 17 Act 90-585, is reappropriated from the Capital Development 18 Fund to the Board of Trustees of Governors State University 19 for technology infrastructure improvements at Governors State 20 University. No contract shall be entered into or obligation 21 incurred for any expenditures from the appropriation made in 22 this Section until after the purposes and amounts have been 23 approved in writing by the Governor. 24 Section 170. The sum of $403,600, or so much thereof as 25 may be necessary and remains unexpended at the close of 26 business on June 30, 1999, from an appropriation heretofore 27 made for such purpose in Article 14, Section 170 of Public 28 Act 90-585, is reappropriated from the Capital Development 29 Fund to the Board of Trustees of Illinois State University 30 for technology infrastructure improvements at Illinois State 31 University. No contract shall be entered into or obligation 32 incurred for any expenditures from the appropriation made in -13- LRB9105707EGfgA 1 this Section until after the purposes and amounts have been 2 approved in writing by the Governor. 3 Section 175. The sum of $213,100, or so much thereof as 4 may be necessary and remains unexpended at the close of 5 business on June 30, 1999, from an appropriation heretofore 6 made for such purpose in Article 14, Section 175 of Public 7 Act 90-585, is reappropriated from the Capital Development 8 Fund to the Board of Trustees of Northeastern Illinois 9 University for technology infrastructure improvements at 10 Northeastern Illinois University. No contract shall be 11 entered into or obligation incurred for any expenditures from 12 the appropriation made in this Section until after the 13 purposes and amounts have been approved in writing by the 14 Governor. 15 Section 185. The sum of $281,700, or so much thereof as 16 may be necessary and remains unexpended at the close of 17 business on June 30, 1999, from an appropriation heretofore 18 made for such purpose in Article 14, Section 185 of Public 19 Act 90-585, is reappropriated from the Capital Development 20 Fund to the Board of Trustees of Western Illinois University 21 for technology infrastructure improvements at Western 22 Illinois University. No contract shall be entered into or 23 obligation incurred for any expenditures from the 24 appropriation made in this Section until after the purposes 25 and amounts have been approved in writing by the Governor. 26 Section 190. The sum of $665,100, or so much thereof as 27 may be necessary and remains unexpended at the close of 28 business on June 30, 1999, from an appropriation heretofore 29 made for such purpose in Article 14, Section 190 of Public 30 Act 90-585, is reappropriated from the Capital Development 31 Fund to the Board of Trustees of Southern Illinois University -14- LRB9105707EGfgA 1 for technology infrastructure improvements at Southern 2 Illinois University. No contract shall be entered into or 3 obligation incurred for any expenditures from the 4 appropriation made in this Section until after the purposes 5 and amounts have been approved in writing by the Governor. 6 Section 195. The sum of $1,393,400, or so much thereof 7 as may be necessary and remains unexpended at the close of 8 business on June 30, 1999, from an appropriation heretofore 9 made for such purpose in Article 14, Section 195 of Public 10 Act 90-585, is reappropriated from the Capital Development 11 Fund to the Board of Trustees of the University of Illinois 12 for technology infrastructure improvements at the University 13 of Illinois. No contract shall be entered into or obligation 14 incurred for any expenditures from the appropriation made in 15 this Section until after the purposes and amounts have been 16 approved in writing by the Governor. 17 Section 200. The sum of $5,975,800 or so much thereof as 18 may be necessary and remains unexpended at the close of 19 business on June 30, 1999, from an appropriation heretofore 20 made for such purpose in Article 14, Section 200 of Public 21 Act 90-585, is reappropriated from the Capital Development 22 Fund to the Illinois Community College Board for distribution 23 as grants to community colleges for technology infrastructure 24 improvements. No contract shall be entered into or obligation 25 incurred for any expenditures from the appropriation made in 26 this Section until after the purposes and amounts have been 27 approved in writing by the Governor. 28 Section 999. Effective date. This Act takes effect July 29 1, 1999.
