AMENDMENT TO HOUSE BILL 3430

2    AMENDMENT NO. ______. Amend House Bill 3430 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by adding
5Section 2-129 as follows:
 
6    (625 ILCS 5/2-129 new)
7    Sec. 2-129. Digital electronic license plate and driver's
8license studies.
9    (a) The Secretary of State shall conduct a study on the
10feasibility of allowing the use of digital electronic license
11plates on passenger and commercial vehicles registered in
12Illinois. This report shall include information on the
13following areas: (1) jurisdictions currently offering digital
14electronic license plates for passenger vehicles and their
15creation and implementation comments; (2) jurisdictions
16currently offering digital electronic license plates for

1commercial vehicles; (3) cost of implementation and issuance in
2this State for both passenger and commercial vehicles; and (4)
3any benefits or deterrents to digital electronic vehicle
4registration. The report shall also examine and provide
5jurisdictional information concerning: (i) interaction with
6law enforcement and automated license plate readers; (ii)
7oversight of messaging on digital electronic license plates;
8and (iii) any other information the Secretary deems pertinent
9to the report.
10    This report and its findings may be combined with the
11report and findings required under subsection (b) regarding
12electronic driver's licenses and shall be electronically sent
13to the General Assembly on or before July 1, 2020.
14    (b) Pursuant to the adoption of Senate Joint Resolution 11
15of the 99th General Assembly, the Secretary of State's Office
16organized the Electronic Driver's License Task Force and
17produced a report to the General Assembly on April 21, 2016
18concerning the feasibility of offering an electronic driver's
19license. The report recommended the Secretary of State further
20monitor advancements in technology pertaining to the creation
21and implementation of electronic driver's licenses.
22    The Secretary of State shall update the findings of the
23original report to the General Assembly issued in 2016
24regarding the issuance of an electronic driver's license to
25eligible drivers. This report shall include, but not be limited
26to: (1) advancements in technology since the initial report;

1(2) production information on other states offering an
2electronic driver's license to qualified drivers in their
3jurisdictions; and (3) cost and timeline to implement an
4electronic driver's license program in this State.
5    This report and its findings may be combined with the
6report and findings required under subsection (a) regarding
7digital electronic license plates for passenger and commercial
8vehicles and shall be electronically sent to the General
9Assembly on or before July 1, 2020.
10    (c) This Section is repealed on January 1, 2021.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.".
