AMENDMENT TO HOUSE BILL 4267

2    AMENDMENT NO. ______. Amend House Bill 4267 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Civil Administrative Code of Illinois is
5amended by adding Section 5-653 as follows:
 
6    (20 ILCS 5/5-653 new)
7    Sec. 5-653. Department implementation reports.
8    (a) Each department tasked with the implementation of all
9or any part of a law passed by the General Assembly shall be
10required to prepare and deliver a report to the General
11Assembly concerning its required implementation, including,
12but not limited to, the following:
13        (1) a citation of the law setting forth the
14    implementation requirement;
15        (2) whether the required implementation has been
16    completed by the department as of the date of the report;

1        (3) if the required implementation has not been
2    completed as of the date of the report, an estimate of when
3    implementation will be complete, and a listing of any
4    issues or impediments to implementation, if any; and
5        (4) any other information concerning implementation
6    that the director or secretary of the department may deem
7    relevant.
8    (b) Upon completion of an implementation report as required
9under subsection (a), the director or secretary of the
10reporting department shall, within 180 days after the effective
11date of the law being reported upon, file the report
12electronically with the General Assembly, and as otherwise
13provided under Section 3.1 of the General Assembly Organization
14Act, and shall provide the report electronically to any member
15of the General Assembly upon request.
16    (c) All implementation reports required under this Section
17shall be made available to the public on both the Internet
18website of the reporting department and the Internet website of
19the General Assembly.
20    (d) The provisions of this Section apply only to laws, and
21the implementation requirements thereof, passed after the
22effective date of this amendatory Act of the 100th General
23Assembly.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.".
