HOUSE RESOLUTION

 
2    WHEREAS, In 2000, legislation was passed by the Illinois
3General Assembly to authorize the implementation of a statewide
4electronic lien and title system; and
 
5    WHEREAS, At least 24 states currently utilize electronic
6lien and title systems; and
 
7    WHEREAS, Electronic titles have the same legal validity as
8paper titles, but exist only in electronic form within a secure
9database; and
 
10    WHEREAS, Implementation of an electronic lien and title
11program in Illinois would change the lien and title process for
12lenders, dealerships, the Secretary of State's office, and
13other state departments relying upon such records, as well as
14Illinois residents; and
 
15    WHEREAS, The use of an electronic lien and title system
16would streamline the handling of records associated with titles
17and increase efficiencies to comport with technological
18advances, which would assist in electronic record retention;
19and
 
20    WHEREAS, An electronic lien and title system would reduce

1the cost involved in the handling, storage, and mailing of
2paper titles; and
 
3    WHEREAS, Improved accuracy, security, and timeliness would
4result from the electronic exchange of data and title work; and
 
5    WHEREAS, Expedited lien releases will benefit Illinois
6title holders in transacting the business of purchasing and
7selling vehicles; therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the
10House of Representatives urges the Illinois Secretary of State
11to implement a statewide electronic lien and title system.
