SCH CD-KEEP BEST ON BOARD PROG                                             

Synopsis of Bill as introduced:
        Amends the School Code. Requires the State Board of Education  to      
   establish  and administer a 10-year pilot program known as the Keeping      
   the Best on Board Program. Under the program, a  school  district  may      
   apply  each  year  to  the  State  Board for funds to award bonuses to      
   certified teachers who have completed one year of  continuous  service      
   as a teacher with the district, with the teacher being eligible for an      
   additional  bonus  for  each  additional  year  of continuous service.      
   Provides that the district shall set aside  the  funds  received  each      
   year  for bonuses instead of distributing the bonuses to the teachers.      
   Provides that each year after  5  years  of  continuous  service,  the      
   district  shall distribute to the teacher the bonus that was set aside      
   4 years earlier, with the teacher forfeiting the bonuses that were set      
   aside if the teacher does not complete 5 years of continuous  service.      
   Effective June 30, 2002.
