 1        AN ACT concerning education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The School Code is amended by adding Section
 5    2-3.131 as follows:

 6        (105 ILCS 5/2-3.131 new)
 7        Sec. 2-3.131.  Keeping the Best on Board Program.
 8        (a)  Subject  to  appropriation,  the  State   Board   of
 9    Education  shall  establish  and  administer  a 10-year pilot
10    program known as the Keeping the Best on Board Program. Under
11    the program, a school district may apply  each  year  to  the
12    State  Board  of  Education  for  funds  to  award bonuses to
13    certified teachers who have completed one year of  continuous
14    service  as  a  teacher  with  the district, with the teacher
15    being eligible for an additional bonus  for  each  additional
16    year  of  continuous  service.  The  State Board of Education
17    shall  distribute  bonus  funds  to  school  districts  on  a
18    competitive  basis.  Priority  shall  be  given   to   school
19    districts  with  high  teacher  turnover  rates and that have
20    schools on an academic watch list.  A  school  district  that
21    receives  bonus  funds  under  the program shall maintain the
22    funds in a local account. The school district shall set aside
23    the funds received from the State  Board  of  Education  each
24    year  for  bonuses  and may not distribute the bonuses to the
25    teachers except as provided  under  subsection  (b)  of  this
26    Section.
27        (b)  Each  year  after 5 years of continuous service as a
28    teacher  with  the  school  district,  the   district   shall
29    distribute  to  the  teacher the bonus that was set aside for
30    the teacher 4 years earlier  under  subsection  (a)  of  this
31    Section.  If  the  teacher  does  not  complete  5  years  of

 1    continuous  service,  the  teacher  forfeits all bonuses that
 2    were set aside for the teacher by the  school  district,  and
 3    the  district  may  use the funds to increase the bonuses for
 4    those teachers that have  completed  5  years  of  continuous
 5    service.
 6        (c)  The  State  Board  of  Education may adopt any rules
 7    necessary  to  carry  out  its  responsibilities  under  this
 8    Section.

 9        Section 99.  Effective date. This  Act  takes  effect  on
10    June 30, 2002.
