Provides that any building located on public school grounds that contains physical plant operations, other than a building in which school is taught or school activities are conducted or a building that contains administrative or other offices, must be surrounded by a fence. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2002.
