Short description: 
HIGH ED-MEXICO-RECIPROCAL PROG                                             

Synopsis of Bill as introduced:
        Amends the Board of Higher Education Act.  Requires the Board  of      
   Higher  Education  to  develop  a 5-year reciprocal pilot program that      
   would enable 1,000 Illinois residents to attend institutions of higher      
   education in Mexico each academic year and 1,000 Mexican residents  to      
   attend  public  universities in Illinois each academic year.  Requires      
   the program to include certain provisions, including requiring  public      
   universities  in Illinois to classify the Mexican students as Illinois      
   residents  for  tuition  purposes  and  the  institutions  of   higher      
   education  in  Mexico  to  classify  the  Illinois students as Mexican      
   residents for tuition purposes.  Effective immediately.
