 1        AN ACT concerning higher education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The Board of Higher Education Act is amended
 5    by adding Section 9.30 as follows:

 6        (110 ILCS 205/9.30 new)
 7        Sec. 9.30.  Reciprocal pilot program with Mexico.
 8        (a)  The Board of Higher Education shall, in coordination
 9    with  appropriate  Mexican  authorities,  develop  a   5-year
10    reciprocal  pilot  program  that  would enable 1,000 Illinois
11    residents to  attend  institutions  of  higher  education  in
12    Mexico  each  academic  year  and  1,000 Mexican residents to
13    attend public universities in Illinois  each  academic  year.
14    The  program  must  include  without  limitation  all  of the
15    following provisions:
16             (1)  A  provision  requiring  students   to   obtain
17        admission   to  a  participating  institution  of  higher
18        education in accordance with the standards and procedures
19        of that  institution  in  order  to  participate  in  the
20        program.
21             (2)  A  provision  requiring  public universities in
22        Illinois to classify the Mexican  students  participating
23        in the program as Illinois residents for tuition purposes
24        and  requiring institutions of higher education in Mexico
25        to classify the Illinois students  participating  in  the
26        program as Mexican residents for tuition purposes.
27             (3)  A   provision   requiring  the  program  to  be
28        operative from the 2003-2004 academic  year  through  the
29        2007-2008 academic year.
30             (4)  A  provision authorizing students participating
31        in the  program  to  be  eligible,  to  the  full  extent

 1        consistent   with   applicable  law,  for  the  financial
 2        assistance  programs  that  are  available  to   resident
 3        students.
 4        (b)  The  Board of Higher Education must submit a written
 5    evaluation of the program to the  General  Assembly  and  the
 6    Governor on or before January 1, 2008.
 7        (c)  This Section is repealed on January 1, 2009.

 8        Section  99.  Effective date.  This Act takes effect upon
 9    becoming law.
