Short description: 
TELEPHONE SOLICIT-NO CALL                                                  

Synopsis of Bill as introduced:
        Amends  the  Telephone  Solicitations  Act.   Provides  that  the      
   Illinois Commerce  Commission  shall   establish  and  maintain  a  no      
   telephone  solicitation  sales  calls  Statewide registry containing a      
   list of customers who  do not wish to  receive  unsolicited  telephone      
   solicitation  sales  calls.  Provides  that  a  telephone solicitor or      
   seller may not make or cause to be  made  any  unsolicited   telephone      
   solicitation   sales   call   to  any customer more than 30 days after      
   the customer's name and telephone number or  numbers  appear  on   the      
   then  current quarterly no telephone solicitation sales calls registry      
   made  available  by  the  Illinois  Commerce   Commission.   Effective      
   immediately.                                                                
          FISCAL NOTE (Illinois Commerce Commission)                           
          There would be a significant increased fiscal impact for the         
          ICC, primarily in terms of data base administration and              
          staffing to implement, maintain, and enforce this proposed           
          legislation and to handle consumer complaints. The exact in-         
          crease in resources needed to implement this bill cannot be          
          estimated at this time.
