JONES,LOU-HOWARD-TURNER,ART-HAMOS-YARBROUGH, FLOWERS, 
   MCKEON AND MILLER.

(DILLARD)

   105 ILCS 5/2-3.121a new                                                     

        Amends the School Code.   Creates  the  Digital  Classroom  Grant      
   Program  as  a  pilot project to attract high-tech teachers to schools      
   that cannot afford them.  Requires the State  Board  of  Education  to      
   implement  and  administer  the  Program.   For  the 2001-2002 through      
   2004-2005 school years, provides that the  State  Board  of  Education      
   shall  offer  matching  grants  to  public  and private elementary and      
   secondary schools, based on need, to provide enhanced teacher salaries      
   and  benefits  to  attract  and   retain   instructors   in   computer      
   programming,  computer  maintenance, and Internet use and development.      
   Effective July 1, 2001.                                                     
          FISCAL NOTE (State Board of Education)                               
          The program is limited to $1 million for three years. It is          
          unclear whether HB 1920 will add to the amount allocated to          
          technology or be reallocated from other technology purposes.

        HOUSE AMENDMENT NO. 2.                                                 
        Provides that the requirement that the State Board  of  Education      
   implement  and  administer  the  Digital  Classroom  Grant  Program is      
   subject to a specific appropriation.  Removes the provision  requiring      
   matching  grants  to  be  offered  to private elementary and secondary      
   schools.

          As amended, implementation of this legislation would be subject      
          to specific appropriations. As such, any fiscal impact would be      
          defined by the appropriation.
