 1        AN ACT regarding education.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  5.  The School Code is amended by adding Section
 5    2-3.121a as follows:

 6        (105 ILCS 5/2-3.121a new)
 7        Sec. 2-3.121a.  Digital  Classroom  Grant  Program.   The
 8    Digital Classroom Grant Program is created as a pilot project
 9    to  attract  high-tech teachers to schools that cannot afford
10    them.  Subject to a specific appropriation, the  State  Board
11    of Education shall implement and administer the Program.  For
12    the 2001-2002 through 2004-2005 school years, the State Board
13    of Education shall offer matching grants to public elementary
14    and  secondary  schools,  based  on need, to provide enhanced
15    teacher  salaries  and  benefits  to   attract   and   retain
16    instructors  in  computer  programming, computer maintenance,
17    and Internet use and development.  A matching  grant  awarded
18    under the Program shall be in an amount equal to at least 50%
19    but  not  more than 90% of the amount to be matched, based on
20    need, but shall not exceed  $10,000  per  school  year.   The
21    costs  for the Program shall not exceed $1,000,000 per school
22    year.  The State Board of Education  shall  adopt  any  rules
23    necessary  to  carry  out  its  responsibilities  under  this
24    Section.

25        Section  99.   Effective  date.  This Act takes effect on
26    July 1, 2001.
