 1        AN ACT in relation to certain land.

 2        Be it  enacted  by  the  People  of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4                              ARTICLE 1

 5        Section 1-5. Upon the payment of the sum of $12,000.00 to
 6    the State of Illinois, the rights  or  easements  of  access,
 7    crossing, light, air and view from, to and over the following
 8    described  line and FAP Route 12 (US 40) are restored subject
 9    to permit requirements of the State of  Illinois,  Department
10    of Transportation.

11    Parcel No. 800XA86
12        A  line in the Southeast Quarter of the Southwest Quarter
13        of Section 14, Township 5 North,  Range  3  West  of  the
14        Third  Principal  Meridian,  Bond  County, Illinois, more
15        particularly described as follows:
16        Commencing at a stone at the south quarter corner of said
17        Section 14; thence on an  assumed  bearing  of  South  88
18        degrees  45  minutes 55 seconds West on the south line of
19        said Section 14, a distance of 700.38  feet  to  an  iron
20        rod;  thence  North 01 degree 45 minutes 03 seconds West,
21        576.33 feet to an iron rod on the south right of way line
22        of old U.S. Route 40, also being the Point of Beginning.
23        From said Point of Beginning; thence North 63 degrees  47
24        minutes 57 seconds East on said right of way line, 564.92
25        feet to an iron rod, being the point of terminus.

26        Section  1-10.  Upon the payment of the sum of $200.00 to
27    the State of Illinois, and  subject  to  the  conditions  set
28    forth  in  Section  1-900  of  this Article, the easement for
29    highway purposes acquired by  the  People  of  the  State  of

22    released  over  and  through  the following described land in

25        A parcel of land in the Southwest Quarter of  Section  4,
26        Township  22  North, Range 8 East of the Fourth Principal
27        Meridian, Ogle County, Illinois, described as follows:
28        Commencing at the South Quarter Corner of said Section 4;
29        thence northerly  on  the  east  line  of  the  Southwest
30        Quarter  of said Section 4, said line having a bearing of
31        North 0 degrees 48 minutes 27 seconds East, a distance of
32        332.94 feet to a point; thence westerly on a line  having
33        a bearing of North 89 degrees 13 minutes 29 seconds West,

20        For  the  purpose  of this description, said east line of

23        Section  1-900.  The  Secretary  of  Transportation shall
24    obtain  a  certified  copy  of  the  portions  of  this   Act
25    containing  the  title,  enacting clause, the effective date,
26    the appropriate  Section  or  Sections  containing  the  land
27    descriptions  of  the property to be transferred or otherwise
28    affected under this Article, and this Section within 60  days
29    after  its  effective  date  and,  upon  receipt  of  payment

 5    said land. If  the  Kankakee  River  Valley  Forest  Preserve
 6    District   breaches  a  condition  of  the  intergovernmental
 7    agreement, then the State of Illinois shall have the right of
 8    entry upon said land upon written  demand  submitted  by  the
 9    Secretary of Human Services or his or her successor on behalf
10    of  the  State  of  Illinois  and upon return of the purchase
11    price.

12        Section 3-900. The  Secretary  of  Human  Services  shall
13    obtain   a  certified  copy  of  the  portions  of  this  Act
14    containing the title,  the  enacting  clause,  the  effective
15    date, the appropriate Section or Sections containing the land
16    descriptions  of  the property to be transferred or otherwise
17    affected, Section 3-10, and this Section within 60 days after
18    its effective date and, upon receipt of payment  required  by
19    the  Section  or  Sections, if any payment is required, shall
20    record the certified document in the Recorder's Office in the
21    county in which the land is located.

22                              ARTICLE 4

23        Section 4-5. Upon payment of the sum of $1, the  Director
24    of  Veterans' Affairs, on behalf of the State of Illinois, is
25    authorized to convey by quitclaim deed to  the  Manteno  Fire
26    Protection  District all right, title, and interest in and to
27    the following described real  property  located  in  Kankakee
28    County, Illinois:
29        A  part  of  the  East  Half  of the Southwest Quarter of
30        Section 23, Township 32 North, Range  12  East  of  Third

 6    property  must be used for public or educational purposes and

12    74.771 acres lying west of the west flood plain line adjacent
13    to the DuPage River may be used for open  space  and  outdoor
14    recreational   activities,   including  the  construction  of
15    parking  lots,  washrooms,   picnic   grounds   and   outdoor
16    recreational  facilities  and  buildings  ancillary  thereto,
17    reference  being  had  to  that  Order  of  Distribution  and
18    Settlement  entered May 14, 1997, in the Circuit Court of the
19    12th Judicial Circuit, Will County, Illinois, in Case  Number
20    95-PE-3202.

14        Section 30-900. The Director of Natural  Resources  shall
15    obtain   a  certified  copy  of  the  portions  of  this  Act
16    containing the title, enacting clause,  the  effective  date,
17    the  appropriate  Section  or  Sections  containing  the land
18    descriptions of the property to be transferred  or  otherwise
19    affected  under this Article, and this Section within 60 days
20    after  its  effective  date  and,  upon  receipt  of  payment
21    required by the  Section  or  Sections,  if  any  payment  is
22    required,   shall   record  the  certified  document  in  the
23    Recorder's Office in the county in which the land is located.

24                             ARTICLE 999

25        Section 999-5.  Effective date.  This  Act  takes  effect
26    upon becoming law.
