 1                    AMENDMENT TO SENATE BILL 461

 2        AMENDMENT NO.     .  Amend Senate Bill 461,  AS  AMENDED,
 3    with  reference  to  page and line numbers of House Amendment
 4    No. 3, on page 1, line 20, by replacing "Having" with "Either
 5    (A) having"; and

 6    on page 1, line  22,  before  the  comma,  by  inserting  the
 7    following:  "but  no  longer  meeting the current eligibility
 8    criteria under those paragraphs"; and

 9    on page 2, line 1, by replacing "; or" with ", or (B)"; and

10    on page 2, line 6, by replacing "or" with "and,  in  addition
11    to either item (A) or item (B), (C)"; and

12    on  page  2,  by  replacing  lines  8  through  15  with  the
13    following:
14    "to  require  the continuation of early intervention services
15    in  order  to  support  continuing  developmental   progress,
16    pursuant  to the child's needs and provided in an appropriate
17    developmental manner.  The type, frequency, and intensity  of
18    services  shall differ from the initial individualized family
19    services plan because of the child's developmental  progress,
20    and may consist of only service coordination, evaluation, and
21    assessments."; and

 1    on page 5, line 30, by deleting "highest"; and

 2    on page 6, line 2, after "rule", by inserting "filed"; and

 3    on  page  12,  by  replacing  lines  18  through  25 with the
 4    following:
 5    "frequency and intensity of those services.  All services  in
 6    the  individualized family services plan must be justified by
 7    the multidisciplinary assessment of the unique strengths  and
 8    needs  of  the  infant  or toddler and must be appropriate to
 9    meet those needs.  At the periodic reviews,  the  team  shall
10    determine whether modification or revision of the outcomes or
11    services is necessary."; and

12    on  page  13,  lines  23 and 24, by deleting "at the regional
13    intake entity,"; and

14    on page 16, by replacing line 31 with the following:
15    "who shall document it, and the lead agency"; and

16    on page 16, line 32, by deleting "entity"; and

17    on page 16, line 33, after "10", by inserting "business"; and

18    on page 24, line 25, after "10", by inserting "business"; and

19    on page 27, line 10, by changing "these" to "the"; and

20    on page 27, by replacing lines 11 and 12 with the following:
21    "contract shall be subject to a public request for  proposals
22    as    described    in    the   Illinois   Procurement   Code,
23    notwithstanding any exemptions or alternative processes  that
24    may be allowed for such a contract under"; and

25    on  page 27, line 19, before the period, by inserting "or the
26    date of termination of any contract in place".
