 1                    AMENDMENT TO HOUSE BILL 6031

 2        AMENDMENT NO.     .  Amend House Bill 6031  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  The Higher Education Student Assistance Act
 5    is amended by adding Section 65.56 as follows:

 6        (110 ILCS 947/65.56 new)
 7        Sec. 65.56.  George H. Ryan Loan Repayment  for  Teachers
 8    Program.
 9        (a)  In order to encourage academically talented Illinois
10    students  to  enter and continue teaching in Illinois schools
11    in low-income areas, the Commission shall, each year, receive
12    and consider applications for loan repayment assistance under
13    this Section. This program shall be known as  the  George  H.
14    Ryan  Loan  Repayment  for  Teachers  Program. The Commission
15    shall administer the program and shall make all necessary and
16    proper rules not  inconsistent  with  this  Section  for  the
17    program's effective implementation.
18        (b)  Subject  to  a  separate appropriation made for such
19    purposes,  the  Commission  shall  award  a  grant  to   each
20    qualified  applicant  in  an  amount  equal  to the amount of
21    educational  loans  forgiven  on  behalf  of  the   qualified
22    applicant pursuant to Sections 424 and 425 of Title IV of the

 1    Higher  Education  Amendments  of 1998 (20 U.S.C. 1078-10 and
 2    1078-11), up to a maximum of  $5,000.  The  Commission  shall
 3    encourage  the recipient of a grant under this Section to use
 4    the grant amount awarded to pay off his  or  her  educational
 5    loans.
 6        (c)  A person is a qualified applicant under this Section
 7    if he or she meets all of the following qualifications:
 8             (1)  The  person  is  a  United  States  citizen  or
 9        eligible noncitizen.
10             (2)  The person is a resident of this State.
11             (3)  The  person is a borrower who has had an amount
12        of his or her  educational  loans  forgiven  pursuant  to
13        Sections  424 and 425 of Title IV of the Higher Education
14        Amendments of 1998.
15             (4)  The person has fulfilled  the  obligations  set
16        forth  by  Sections 424 and 425 of Title IV of the Higher
17        Education Amendments of 1998 in this State.
18        (d)  All applications for  grant  assistance  under  this
19    Section  shall  be  made  to  the  Commission.  The  form  of
20    application  and  the information required to be set forth in
21    the application shall be determined by  the  Commission,  and
22    the  Commission shall require applicants to submit with their
23    applications such  supporting  documents  as  the  Commission
24    deems necessary.
25        (e)  A  qualified  applicant must apply for a grant under
26    this Section within 6 months after receiving notification  of
27    loan forgiveness pursuant to Sections 424 and 425 of Title IV
28    of the Higher Education Amendments of 1998.

29        Section  99.   Effective  date.  This Act takes effect on
30    July 1, 2003.".
