 1        AN ACT concerning State employees.

 2        Be it enacted by the People of  the  State  of  Illinois,
 3    represented in the General Assembly:

 4        Section  1.   Short  title.  This Act may be cited as the
 5    State Employee Organ Donor Act.

 6        Section 5.  Definitions.  As used in this Act:
 7        "Donate"   includes   participating   in   the    medical
 8    preparations  necessary for a donation and recuperating after
 9    the donation, as well as the actual donation.
10        "State  employee"  means  a  full-time  employee  of  the
11    executive,  legislative,  or   judicial   branch   of   State
12    government  but  does  not  include  an  employee of a public
13    college or university in Illinois.

14        Section 10.  Leave for  organ  and  blood  donations.   A
15    State  employee  is entitled to the following amounts of paid
16    leave from his or her State employment:
17        (1)  up to 30 days  to  donate  his  or  her  organs  and
18    tissues;
19        (2)  up to 7 days to donate his or her bone marrow;
20        (3)  up  to  3  hours every 4 months to donate his or her
21    platelets or other blood products; and
22        (4)  up to 1 1/2 hours every 4 months to  donate  his  or
23    her whole blood.
24    The  leave granted under this Act is in addition to any other
25    paid leave to which a person is entitled as a State employee.
26    A  State  employee  is  not  entitled  to   compensation   or
27    reimbursement for leave granted under this Act that is unused
28    at  the  time of his or her retirement from or termination of
29    State service.

 1        Section 15.   Documentation.   The  head  of  each  State
 2    agency  or  office  must  establish  uniform  procedures  for
 3    requesting  and  receiving documentation from State employees
 4    verifying the proper use of the leave granted under this Act.

 5        Section 99.  Effective date.  This Act takes effect  July
 6    1, 2002.
