 1                    AMENDMENT TO HOUSE BILL 3247

 2        AMENDMENT NO.     .  Amend House Bill 3247  by  replacing
 3    everything after the enacting clause with the following:

 4        "Section  5.  Upon  the  payment of the sum of $46,000 to
 5    the State of Illinois, the rights  or  easements  of  access,
 6    crossing, light, air and view from, to and over the following
 7    described  line and FA Route 2 are restored subject to permit
 8    requirements  of  the  State  of  Illinois,   Department   of
 9    Transportation:
10        Parcel No.5X06103
11        Direct  access  to  F.A. Route 2 (U.S. Route 51) shall be
12        restored to 75 feet of  a  tract  of  land  abutting  the
13        easterly  right of way line of said highway; Beginning at
14        a point 351.28 feet South of and 48.87 feet East  of  the
15        northwest  corner of the Southwest Quarter of Section 26,
16        Township 17 North, Range 2 East of  the  Third  Principal
17        Meridian,  said  point being on the easterly right of way
18        line of F.A. 2 and 45.00 feet right of centerline station
19        115+70; thence 30.33 feet northerly along said east line,
20        to  a  point  45.00  feet  right  of  centerline  station
21        116+00.33; thence 5.00  feet  easterly  along  said  east
22        line,  to  a point 50.00 feet right of centerline station
23        116+00.48; thence 39.52 feet northerly  along  said  east

 3        Section 10. Upon the payment of the sum of $19,800 to the
 4    State of Illinois,  the  easement  for  highway  purposes  is
 5    released  over  and  through the following described land and
 6    the rights or easement of access, crossing,  light,  air  and
 7    view  from,  to  and over the following described land and FA
 8    Route 26 are restored subject to permit requirements  of  the
 9    State of Illinois, Department of Transportation:
10        Parcel No. 5X02811(Tract A)
11        A  part  of the land acquired by a Dedication of Right of
12        Way for a Freeway, that was dated May  12,  1953  and  is
13        recorded in Book 480 on Page 592 in the Recorder's Office
14        of  Champaign  County,  Illinois,  being part of the East
15        Half of Section 1, Township 22 North, Range 9 East of the
16        3rd principal Meridian, further described as:
17        From the intersection of the South line of the  Northeast
18        Quarter  of  the  Northeast Quarter of said Section 1 and
19        the surveyed centerline of Federal Aid Route 26,  measure
20        West  on  the  South line of the Northeast Quarter of the
21        Northeast Quarter of said Section 1 for 30.06 feet to the
22        place of beginning;
23        From the place of beginning, measure Southeasterly around
24        a curve to the left having a radius of  5085.5  feet  and
25        tangent to a line bearing South 3 degrees 36 minutes East
26        for  an arc length of 999.9 feet; thence South 14 degrees

19        Township 22 North, Range 9 East of  the  Third  Principal
20        Meridian  and  the  surveyed  centerline  of FA Route 26;

23        Section   1,   to   the   Place   of   Beginning;  thence
24        Southeasterly 1031.1 feet along a curve to the left being
25        concentric with and 150 feet westerly of  the  centerline
26        of  FA  Route  26,  said  curve having a radius of 5205.5
27        feet, the chord of said curve bears South 09  degrees  11
28        minutes  32  seconds  East  1029.42 feet; thence South 14

30        2559.8  feet along a curve to the  right being concentric
31        with and 150 feet westerly of the centerline of FA  Route

 8        Township 22 North, Range 9  East  of  the  3rd  Principal
 9        Meridian, further described as:
10        From  the intersection of the South line of the Northeast
11        Quarter of the Northeast Quarter of said  Section  1  and
12        the  surveyed centerline of Federal Aid Route 26, measure
13        West on the South line of the Northeast  Quarter  of  the
14        Northeast Quarter of said Section 1 for 30.06 feet to the
15        place of beginning:
16        From  the  place of beginning continue the last described
17        course for 327.5 feet; thence North 17 degrees 53 minutes

16        Township 30 North, Range 13 West of the Second  Principal
17        Meridian,  in  Kankakee  County,  Illinois,  described as
18        follows:
19        Commencing at  the  southwest  corner  of  the  Southwest
20        Quarter  of  said  Section 17; thence South 89 degrees 25
21        minutes 30 seconds East 87.26 feet on an assumed  bearing
22        along  the  south  line  of the Southwest Quarter of said
23        Section 17 to the easterly existing right of way line  of
24        U.S.  Route  45 and 52 (formerly S.B.I. Route 49); thence
25        North 12 degrees 44 minutes 25 seconds West  125.95  feet
26        along  said  easterly  right  of way line to the Point Of

 6    over the premises above described to and from U.S. Routes  45
 7    and 52, previously declared a freeway at this parcel.

 8        Section 25.  Upon the payment of the sum of $2,500 to the
 9    State of Illinois, and subject to the conditions set forth in
10    Section  900  of  this Act, the easement for highway purposes
11    acquired by the People of the State of Illinois  is  released
12    over  and  through  the  following  described  land  in Macon
13    County, Illinois:

15        A part of F.A. Route 49, Section 13-X as recorded in  the
16        Macon  County Recorder's Office, Deed Book 1167 Page 532,
17        being a part of Lot 1 in Block 1 of  Hillcrest  Addition,
18        as  per plat recorded in Book 536 Page 91, to the City of
19        Decatur, in Section 8, Township 16 North, Range 2 East of
20        the Third Principal Meridian, situated in the  County  of
21        Macon, in the State of Illinois, described as follows:
22        Beginning  at  the northwest corner of said Lot 1; thence
23        easterly 30.208 meters [99.11 feet] along the north  line
24        of Lot 1; thence southeasterly 17.879 meters [58.66 feet]
25        to  the  southeast  corner of said Lot 1; thence westerly
26        39.167 meters [128.50 feet] along the south line of  said

 1        Section 30.  Upon the payment of the sum of $1,000 to the
 2    State of Illinois, and subject to the conditions set forth in
 3    Section  900  of  this Act, the easement for highway purposes
 4    acquired by the People of the State of Illinois  is  released
 5    over  and  through  the  following  described  land  in Logan
 6    County, Illinois:
 7        Parcel No. 675X178
 8        A  tract  of  land  lying  along  and  adjacent  to   the
 9        northwesterly right of way line of the G.M. & O. Railroad
10        in  the Southwest 1/4 of Section 7, in Township 18 North,
11        Range 3 West of  the  3rd  P.M.,  and  more  particularly
12        described as follows:
13        The  point  of  beginning is described as commencing at a
14        stone on the Southwest corner of said Section  7,  thence
15        north  along  the  centerline  of  a public highway 958.5
16        feet; thence South 73 degrees 09 minutes East, 650.6 feet
17        to the said northwesterly  right  of  way  line  of  said
18        railroad;  thence North 37 degrees 41 minutes East, along
19        said right of way  line  134.55  feet;  thence  North  37
20        degrees  41  minutes  East,  124.45 feet; thence North 35

10        A part of the South Half  of  the  Northwest  Quarter  of
11        Section  4,  Township 17 North, Range 4 West of the Third
12        Principal Meridian, Sangamon County, Illinois,  described
13        as follows:
14        Beginning  at  a  point on the Westerly existing right of
15        way line of F.A.  Route  5  being  110.00  feet  left  of
16        Station   526+00.49;   thence  northeasterly  along  said
17        Westerly existing right of way line on  a  curve  to  the
18        right having a radius of 4884.65 feet, an arc distance of
19        168.24  feet  and  a  chord  bearing  North 32 degrees 17
20        minutes 03 seconds East, 168.24 feet to  a  point  110.00
21        feet  left  of  Station  527+64.94,  said point being the

26        Section 900. The Secretary of Transportation shall obtain
27    a  certified  copy of the portions of this Act containing the
28    title, enacting clause, the effective date,  the  appropriate
29    Section  or  Sections containing the land descriptions of the
30    property to be transferred or otherwise affected pursuant  to
31    Sections 5 through 165, and this Section within 60 days after
32    its  effective  date and, upon receipt of payment required by
33    the Section or Sections, if any payment  is  required,  shall

 1    record the certified document in the Recorder's Office in the
 2    county which the land is located.

 3        Section 905.  Upon the payment of any sum required by the
 4    Cook  County  Forest  Preserve  District,  and subject to the
 5    conditions set forth in Section 910 of  this  Act,  the  Cook
 6    County  Forest  Preserve is authorized to convey by quitclaim
 7    deed all of its right, title, and  interest  in  and  to  the
 8    following described lands in Cook County, Illinois:

26    payment  is  required, shall record the certified document in

28        Section 915.  Both the Illinois State Bar Association and
29    the State of Illinois claim  an  ownership  interest  in  the
30    following described land:
31        The  South  16 feet of the East 160 feet of the North 232
32        feet of Lot 47 of Assessor's Subdivision of the Northeast

 2        Quarter of Section 34, Township 16 North, Range 5 West of
 3        the   Third  Principal  Meridian;  situated  in  Sangamon

 5        The land is located to  the  rear  of  the  Illinois  Bar
 6    Center  on South Second Street in Springfield and is adjacent
 7    on the north to the property upon  which  the  Supreme  Court
 8    Building  is located.  The land may once have been used as an
 9    alley and is currently being used by the Attorney General for
10    parking spaces in  connection  with  the  Attorney  General's
11    building  on South Second Street to the south of the Illinois
12    Bar Center across Jackson Street.
13        It is to the benefit of the State of Illinois to  resolve
14    the   title   dispute   and   to   secure   adequate  parking
15    arrangements.
16        Upon the Illinois State Bar Association entering into  an
17    agreement  satisfactory  to  the  Attorney General concerning
18    alternate parking arrangements and in consideration  of  that
19    agreement,  the Attorney General is directed (i) to convey by
20    quit claim deed all right, title, and interest of  the  State
21    of  Illinois  in  and  to  the described land to the Illinois
22    State Bar Association and (ii) to obtain a certified copy  of
23    the  portions  of this Act containing the title, the enacting
24    clause, the effective date, and this Section  and  to  record
25    the  certified  document in the Recorder's Office of Sangamon
26    County.

27        Section 999.  Effective date.  This Act takes effect upon
28    becoming law.".
